One way to offset this, may be the growth of 'intentional communities' (common goals for a particular future) which act as a beacon to a select group of others, but exclude the free riders who will inevitably will seek to benefit from greater community stability as wider society slumps harder and it becomes opportune. And if world views are in part genetic, local population growth and culture would enhance in-group tendencies.
