BERLIN, May 6 — RIA Novosti. The administrative court of Berlin lifted the ban on wearing the Ukrainian flag at Soviet memorials on May 8 and 9, while leaving restrictions on the Russian and Soviet flags, Patrick Heinemann, a lawyer, said on Twitter.
Earlier, the Berlin police reported that in the German capital for the second year in a row on May 8 and 9, in order to avoid conflicts, there would be a ban on wearing flags and symbols of Russia, Ukraine and the USSR at Soviet memorials, which, however, does not apply to diplomats and veterans.

“It was possible to prove the illegality of the ban on the flags of Ukraine by the Berlin police on May 8 and 9,” wrote Heinemann, who had previously filed a lawsuit against the police decision to ban.
Several pro-Ukrainian movements in Germany and the metropolitan media also report success in court.
The federal state of Berlin can appeal this decision to the highest administrative court.

Russia's external debt to GDP ratio fell to historic lows in 2022

MOSCOW, May 6 — RIA Novosti. At the end of last year, the level of external debt in relation to GDP in Russia fell to a minimum in history, and the Netherlands and Great Britain turned out to be the most indebted, follows from RIA Novosti calculations based on data from national central banks and statistical services.
For example, in Russia the level of external debt to GDP fell by ten percentage points to 16.6 percent. This is the minimum value since 2002 (there are no earlier statistics in the public domain). Among the largest economies, only China had a lower figure, where it fell from 15.4 percent to 13.7 percent over the year. India follows with an external debt of 19.1 percent of GDP.

The highest level of external debt was observed in European economies: in the Netherlands — 380.5 percent of GDP, in the UK — 287 percent, and in Switzerland — 280.5 percent. Moreover, in these countries, the indicator decreased over the year — by 14.29 and 16 percentage points, respectively.
In fourth place is France, where the external debt is 249 percent of GDP, in fifth is Belgium (242 percent). The top ten also includes Spain (179 percent), Sweden (170 percent), Germany (159 percent), Norway (132 percent) and Italy (131 percent).
In total, the level of debt to non-residents, compared to GDP, increased only in five of the 25 countries studied, most of all in Japan (by 10 percentage points, up to 104 percent).
At the same time, in absolute terms, seven countries increased their external debt: Norway, the United States and South Korea (by five percent), Turkey (4.5 percent), Argentina (three percent), Brazil (two percent) and Poland (one percent) .
