Joint statement of the President of the Russian Federation and the Chairman of the People's Republic of China on the plan for the development of key areas of Russian-Chinese economic cooperation until 2030
March 21, 2023
As a result of the Russian-Chinese high-level talks held in Moscow as part of the state visit of the President of the People’s Republic of China Xi Jinping to the Russian Federation on March 20-22, 2023 at the invitation of the President of the Russian Federation Vladimir Putin, the Head of State of the Russian Federation and People's Republic of China, having had a thorough exchange of views on topical issues of bilateral practical cooperation and the development of Russian-Chinese relations of comprehensive partnership and strategic interaction in a new era, firmly adhering to the principles of mutual respect and equality, the sovereign development of the two countries on a mutually beneficial and long-term basis, seeking to give additional impetus to the comprehensive deepening of bilateral cooperation by promoting the high-quality development of Russian-Chinese trade and economic cooperation, guided by the intention to maintain the trend of dynamic growth in trade in goods and services between the two countries and the desire to ensure a significant increase in its volume by 2030, declare the following:

Bilateral economic cooperation between the Russian Federation and the People's Republic of China, hereinafter referred to as the Parties, is planned to be built in the following eight key areas:

1. Scale up and optimize the structure of trade, including through the development of electronic commerce and other innovative tools. Consistently promoting the high-quality development of bilateral investment cooperation, deepening cooperation in the areas of the digital economy and sustainable development, including green development, creating a favourable business environment, mutually increasing the level of favourable conditions in trade and investment.

2. Comprehensive development of an interconnected logistics system. Ensuring the rapid movement of goods and passengers in two-way communication by all modes of transport: rail, road, air, river and sea. Mutually beneficial realization of the transit potential of the two countries. Priority elimination of bottlenecks, step-by-step and step-by-step improvement of infrastructure on the Russian-Chinese border, primarily key border checkpoints, increasing the efficiency of customs clearance and inspection procedures.

3. Increasing the level of financial cooperation, including by expanding, in accordance with market needs, the practice of using national currencies and progressively increasing their share in bilateral trade, investment, lending and other areas of trade and economic cooperation. Continued interaction and exchange of experience in the field of payments, including the implementation of modernization reforms and the introduction of innovations. Strengthening cooperation in the financial markets, supporting the development of interaction between rating agencies and insurance organizations of the two countries within the framework of existing legislation.

4. Strengthening the comprehensive partnership in the energy sector. Ensuring mutual and global energy security, including in order to promote the global energy transition, by strengthening long-term cooperation in key energy sectors, promoting the implementation of strategic projects, expanding forms of cooperation, and intensifying partnerships in the fields of energy technologies and equipment.

5. Ensuring coordination in order to develop long-term cooperation relations in the field of mutually beneficial supply based on market principles in basic goods and mineral resources, including metals, chemical fertilizers and chemical products. Intensification of mutually beneficial cooperation in the creation of facilities for deep processing of resources in the territories of Russia and China.

6. Promotion of exchanges and qualitative expansion of cooperation in the fields of technology and innovation in order to ensure the technological leadership of Russia and China.

7. Achieving a higher quality level of industrial cooperation. Formation with the participation of Russian and Chinese industrial companies of new production chains based on the harmonization of industry standards and technical requirements, increasing the added value of manufactured products.

8. A significant increase in the level of cooperation in agriculture in order to ensure the food security of the two countries. Deepening cooperation in trade in agricultural products, consistently expanding the mutual access of agricultural products on the basis of guaranteeing their safety, building up investment cooperation in the field of the agro-industrial complex.

The parties also intend to continue deepening cooperation in the humanitarian sphere, consistently expand exchanges in the field of education, science and technology, cultures, tourism, sports, healthcare and other areas; unlock the potential of regional and cross-border cooperation between the two countries, increase its practical impact, develop mutually beneficial cooperation between the Russian Far East and Northeast China.

The heads of the two states instruct the governments of the Russian Federation and the People's Republic of China to:

— be guided by the identified priority areas, strengthen mutual coordination, promote cooperation between the two countries;

— to prepare and approve the corresponding Plan, to consider the course of its implementation within the framework of the 28th regular meeting of the heads of governments of Russia and China.

Ukraine afraid to criticize China

anxious not to anger Russia’s close partner in the hope of attracting future investment, the outlet has claimed Ukraine has refrained from criticizing China over its close ties with Russia in the hope of attracting future investment from Beijing, Politico has claimed. This stance comes in stark contrast to the angry tirades that Kiev has directed at the likes of Hungary and Germany for their perceived lack of anti-Russian zeal, according to the media outlet.

In an article on Tuesday, Politico reported that besides the desire for Chinese investment, Ukrainian President Vladimir Zelensky is seeking to maintain lucrative trade relations with the Asian economic powerhouse, and is also eyeing Beijing as a potential mediator in the conflict with Russia.

The media outlet quoted Aleksandr Merezhko, head of the Ukrainian parliament’s foreign policy committee, as explaining: “There is fear that if we start criticizing China more harshly, Beijing will use it as an excuse to strengthen its aid to Russia, and even start providing military aid.”

Beijing has consistently rejected claims that it intends to offer lethal aid to Moscow, and has accused Washington of “spreading false information” by alleging that China is weighing up weapons deliveries.

Last month, China put forward a peace proposal on the first anniversary of the conflict in Ukraine.

Zelensky reacted to Beijing’s 12-point plan by saying that his country “can work on it with China,” according to Politico. His response was in marked contrast to how Ukraine’s Western backers dismissed the proposal out of hand, according to the media outlet.

Merezhko argued that Zelensky’s current strategy toward Beijing is prudent, though he holds out “little hope of real help from China.”

At present, relations between Kiev and Beijing have reached crisis point, the official told Politico. Merezhko cited China’s consistent refusal to distance itself from Russia, as well as the fact that Ukraine “has clearly chosen the path of Euro-Atlantic integration.” This effectively pits Kiev against Beijing, Merezhko argued.

On Monday, Chinese President Xi Jinping met with his Russian counterpart, Vladimir Putin, in Moscow. Xi is making his first visit to Russia since the Kremlin launched its military campaign against Ukraine in February of last year.

The two leaders described each other as “friends” and discussed a range of key global issues and bilateral relations, with talks due to continue on Tuesday.

While China has stopped short of openly supporting Russia’s actions in Ukraine, it has not joined the West in condemning the military campaign and imposing sanctions on Moscow. Beijing criticized Russia for sending troops into Ukraine, but also blamed the US and NATO’s expansion in Europe for triggering the crisis.
