MOSCOW, December 7 - RIA Novosti
Russian President Vladimir Putin held a meeting of the Human Rights Council, where he discussed the special operation.
Key statements:
About partial mobilization
"Under the current conditions, talking about additional mobilization measures simply does not make sense — and there is no need for the state and the Ministry of Defence to do so today."
He also spoke about the service of already mobilized fighters.
“Of the 300,000 mobilized, only 150,000 are in the special operation zone, of which 77,000 are in combat units, and the rest are on the second or third lines or are undergoing additional training in reserve," the president said.
About the results of the special operation
"New territories have appeared — well, this is still a significant result for Russia, this is a serious issue. And, what is there to hide, the Sea of Azov has become the inland sea of the Russian Federation, this is a serious thing."
The President added that the most important thing is the people who live in the new territories.
At the same time, Putin called the special operation "a long process."
"Russia did not leave a chance"
"After all, the war was not started by us, but in 2014, after the coup d'état in Ukraine, it was started by the then Ukrainian authorities, who came into the corridors of this government with the help of this very coup, to suppress the will of citizens living in Donbas," the head of state recalled.
The President noted that Russia was forced to launch a special operation to protect the DNR and LNR.
"It (a special military operation) arose only because we were left no more chances to resolve this situation peacefully, and it was simply absolutely impossible to continue this state in which everything was."
At the same time, Western leaders in telephone conversations prefer to remain silent when they are reminded that they should have been the guarantors of a peace settlement in 2014, the president said.

The West’s oil war with Russia gets real
Here’s what you need to know as EU sanctions and a price cap on Putin’s oil exports come into force
BY CHARLIE COOPER for POLITICO
...
“The EU will import crude oil from elsewhere,” said Simone Tagliapietra, a senior fellow at the Bruegel think tank. “Russia will likely ramp up its exports of crude oil to China and India, which will lessen demand for Middle Eastern oil and in turn Europe will get more oil from the Middle East and elsewhere. Market conditions should remain pretty similar. We should not notice.”
Finally, the EU seaborne crude ban does not apply to oil that comes into Europe from Russia via pipelines. That means that Hungary, the Czech Republic and Slovakia will continue to receive Russian oil through the Druzhba pipeline.
...
While Russia will likely find new buyers for its crude, no one is underestimating the risk that Putin will lash out in response.
In recent weeks, Russian ministers have repeatedly threatened to stop selling oil to countries that cooperate with the G7’s price cap. How the cap at the higher-than-market price will influence Moscow's response remains to be seen. But Russia has already amassed a so-called shadow fleet of aging tankers — and made in-roads in setting up its own marine insurance providers — in order to circumvent the cap, said Tatiana Mitrova from Columbia University's Center on Global Energy Policy.
Mitrova said Russia could "reduce its exports and production” in a bid to drive up the global oil price and hurt the economies of its adversaries.
“People assume there should be rational economic behavior from Russia … But frankly looking at everything that is happening in Russia, I wouldn’t call it rational behavior. Economic interests can be sacrificed in favor of political and military goals,” she said.

Merkel spoke about the true purpose of the Minsk agreements and about her role in resolving the conflict in Ukraine
The conflict in Ukraine should be resolved through diplomacy, but there is no talk of her participation in the negotiations, former German Chancellor Angela Merkel said in an interview with Zeit newspaper.
Speaking about the policy towards Russia and Ukraine, pursued by her when she was chancellor (and Merkel led the German government for 16 years - from 2005 to 2021), the politician noted that she "made decisions in a way that she understands today."
“It was an attempt to prevent just such a war. The fact that this failed does not mean that the attempts were wrong,” the ex-chancellor believes.
The federal government led by Merkel, together with France, mediated between Ukraine and Russia in the so-called Normandy format in order to seek a solution to the conflict in eastern Ukraine. Merkel was instrumental in the 2015 Minsk Agreement, but the peace plan was never fully implemented. A few months after the end of Merkel's term in office, Russia invaded Ukraine on February 24 this year.
According to the Spiegel report, Merkel believes that at the NATO summit in Bucharest in 2008 and also later in the negotiations in Minsk, she bought the time that Ukraine was able to use to better resist a Russian attack. Ukraine is now a stronger, more resilient country. At that time, Merkel is certain that the country would have been overrun by Putin's troops, the magazine reports. The Russian attack came as no surprise.
“And Ukraine used this time to become stronger, as you can see today. The Ukraine of 2014-2015 is not modern Ukraine,” she said.

Kyiv mayor says 'apocalypse' scenario possible this winter, but urges no panic
By Max Hunder for Reuters
...
"Kyiv might lose power, water, and heat supply. The apocalypse might happen, like in Hollywood films, when it's not possible to live in homes considering the low temperature," Mayor Vitali Klitschko told Reuters in an interview.
...
"The picture is bleak: the capital lacks enough heated shelters to take in all 3.6 million residents in the event of completes outages and people should be ready to evacuate if the situation worsens," Klitschko said.
"We have prepared nearly 500 autonomous heating hubs at present... but for a city of 3 million, 500 points is nothing," he said.

"There is an opinion among the European public that the longer we help Ukraine, the longer the war lasts. 'If you want to end the war, stop supporting Ukraine, and the war will end,' they say. Of course!"
“But how will it end? This is an important question. This war cannot end with a Russian victory and the occupation of Ukraine… We must continue to support Ukraine.”

Ukrainian Neo-Nazi Regime Bans Russian Orthodox Church
After years of illegal persecution, Ukrainian President Volodymyr Zelensky called on Kiev lawmakers to draft a law banning the Russian Orthodox Church from Ukrainian territory. The justification would be the “necessity” to ban institutions linked to Russia due to the current conflict. With this, once again the Ukrainian government shows that it does not prioritize popular interests, considering that Orthodoxy is the majority religion of the Ukrainian people.
