Consequences of Systematic Russian Strikes on Ukraine's Energy System - Rybar's Analysisby the end of December 6

Rybar's team continues to analyze the consequences of systemic fire damage to Ukrainian energy system facilities.

Yesterday's strikes occurred in Lviv, Vinnitsa, Odessa, Kyiv, Cherkasy, Sumy, Dnepropetrovsk and Kharkov regions. But the rest of the regions also got it: they were affected by the consequences in the form of overloads and emergency shutdowns.

▪️The most difficult situation continues to be in Kiev, Sumy and Odessa regions.

Up to half of consumers are deprived of power supply, and the rest are supplied at limited intervals. But due to the state of networks, outage schedules are rarely maintained: very often emergency shutdowns occur due to overloads of networks and equipment.

▪️Yesterday, we assumed that autotransformers were hit again, and it is unlikely that substations will be critically damaged.

Today we can state that this assumption turned out to be correct: by the morning, power supply was restored in some districts of Odessa and critically important infrastructure facilities. The remaining operational autotransformers continue to transmit electricity to the 110 kV grid.

▪️Despite the information vacuum around Kyiv, it seems that the main blow fell on him, and not on Odessa.

Despite the developed network of substations and the presence of several thermal power plants and the Kyiv hydroelectric power station, the situation with electricity supply in the city and the region cannot be stabilized. Apparently, the accumulative effect has worked and the consequences of previous strikes on the objects of the capital's energy infrastructure are affecting.

▪️In the Sumy region, there is practically no own generation (with the exception of the low-capacity Sumy CHPP): the region is very dependent on electricity supplies from the centre and west of the country.

Therefore, with powerful strikes on the Sumy 330 substation and the Sumy Severnaya 330 substation, almost the entire region remains without electricity. Something can be transferred over 110 kV networks, but their bandwidth cannot compensate for the loss of 330 kV transmission.

🔻Despite panic reports from Ukraine about almost eighty rockets fired, yesterday's strike was neither the most massive nor the most destructive. Due to the competent work of Ukrainian power engineers, the consequences were mitigated, but by no means completely levelled.

If a month ago, the energy system of Ukraine was comfortably holding on to planned outages of consumers, now everything is already so rosy. Outages across the country are emergency and unpredictable. The full-fledged work of industry and transport in such conditions is difficult, although still possible.

UN, December 6 - RIA Novosti. Moscow has requested a meeting of the UN Security Council on the issue of supplying Western weapons to the Kyiv regime for December 9, Dmitry Polyansky, First Deputy Permanent Representative of Russia to the organization, said in a Telegram channel.
"In our speech at the meeting of the Security Council, we requested another meeting of the Security Council on Ukraine on December 9. The topic is the supply of Western weapons. There is something to talk about here," he said.

As Russian Permanent Representative Vasily Nebenzya noted at a meeting of the Security Council, by increasing the supply of weapons to Kyiv, the West is signing in an effort to further escalate the conflict, as well as to destabilize the situation on the European continent.

“The uncontrolled pumping of weapons into the Kyiv regime is becoming a global problem, without having a decisive impact on the situation “on the ground.” Evidence is mounting that Western weapons destined for Ukraine are increasingly falling into the hands of bandits and terrorists of various stripes, not only in Europe, but also in the Middle East and Africa," he said.
According to the diplomat, Nigerian President Mohammadu Buhari confirmed that the conflict in Ukraine is the main source of weapons for terrorists in the Lake Chad basin.

“Transnational criminal groups are involved in smuggling and money laundering, and officials of the states sending weapons are clearly involved. This problem poses a real threat to international peace and security and deserves the focused attention of the Council, therefore we ask the Indian Chairmanship to convene a separate meeting of the Security Council on it on Friday, 9 December," summed up Nebenzya.

⚡️Russian Defence Ministry report on the progress of the special military operation in Ukraine

◻️The Russian Federation Armed Forces continue the special military operation.

💥According to confirmed information, more than 70 HIMARS rockets and two MLRS rocket launchers were destroyed as a result of a ground-based high-precision attack on a rocket and artillery weapon depot at one of the depots of the ArcelorMittal steelworks in Krivoy Rog. Four more units of MLRS-type received critical damage.

◻️In Krasny Liman direction, Russian troops are carring on an offensive that resulted in gaining favourable lines and positions. More than 130 Ukrainian personnel, two infantry fighting vehicles, and a motor vehicle were destroyed by Russian artillery fire, assault and army aviation strikes during the day.

◻️In Kupyansk direction, pre-emptive artillery fire, air strikes, and heavy flame-throwing systems against accumulations of manpower and equipment of the Armed Forces of Ukraine near the settlements of Olshana, Kislovka, Berestovoye (Kharkov region) and Novoselovskoye (Lugansk People's Republic) have foiled enemy attempts to attack positions of the Russian troops. Up to 70 Ukrainian servicemen, an infantry fighting vehicle, a MT-LB, two 2S-1 Gvozdika self-propelled artillery units, and three vehicles were neutralised.

◻️In Donetsk direction, the Ukrainian Armed Forces' attempts to counterattack the settlements of Pershe Travnya, Kurdyumovka, Kleshchyevka, and Maiorsk (Donetsk People's Republic's) were thwarted. More than 40 Ukrainian servicemen, three armoured combat vehicles, and a pick-up truck have been eliminated in this area during the day.

◻️In the South Donetsk direction, the enemy unsuccessfully attempted to retake the lost position in Novomayorskoye, Vladimirovka, and Novopol (Donetsk People's Republic). By artillery fire and decisive actions of the Russian troops, the AFU units were pushed back to their original positions. Up to 100 Ukrainian forces were killed or injured in this direction, as well as two infantry combat vehicles, an armored personnel carrier, and four vehicles were annihilated.

💥Operational-Tactical and Army Aviation, Missile Troops and Artillery struck 79 artillery units on firing positions, manpower, and hardware in 183 concentration areas. A temporary deployment point of a foreign mercenary unit near the village of Borovskoye (Kharkov Region) has been hit. Two US-made AN/TPQ-50 counter-battery radar stations have been destroyed in the areas of Stupochka (Donetsk People's Republic), and Zelenyi Gai (Kharkov region). A strike on an AFU equipment recovery site near Malotaranovka (Donetsk People's Republic) has destroyed a HIMARS MLRS and its 48 rounds. One radar of Ukrainian S-300 air defence system was destroyed near Barvenkovo (Kharkov region). A warehouse of missile and artillery weapons belonging to the Ukrainian Armed Forces has been destroyed near Orekhov (Zaporozhye region).

✈️Fighter aviation of Russian Aerospace Forces has shot down 1 Su-24 airplane of Ukrainian Air Force near Artyomovka (Donetsk People's Republic).

💥Four unmanned aerial vehicles were destroyed by anti-aircraft defence forces in the districts of Poltava, Novovodyanoye, and Novokrasnyanka (Lugansk People's Republic) and Ambarnoye (Kharkov region).

💥In addition, four multiple-launch rocket systems HIMARS, Olkha, and Uragan were intercepted near the settlements of Olkhovatka (Kharkov region), Pervomaisk, Frunze (Lugansk People's Republic) and Volnovakha (Donetsk People's Republic).

📊In total, 341 airplanes and 180 helicopters, 2,638 unmanned aerial vehicles, 392 air defence missile systems, 7,020 tanks and other armoured combat vehicles, 913 combat vehicles equipped with MLRS, 3,664 field artillery cannons and mortars, as well as 7,498 units of special military equipment have been destroyed during the special military operation.

Finally, the EU seaborne crude ban does not apply to oil that comes into Europe from Russia via pipelines. That means that Hungary, the Czech Republic and Slovakia will continue to receive Russian oil through the Druzhba pipeline.

While Russia will likely find new buyers for its crude, no one is underestimating the risk that Putin will lash out in response.

In recent weeks, Russian ministers have repeatedly threatened to stop selling oil to countries that cooperate with the G7’s price cap. How the cap at the higher-than-market price will influence Moscow's response remains to be seen. But Russia has already amassed a so-called shadow fleet of aging tankers — and made in-roads in setting up its own marine insurance providers — in order to circumvent the cap, said Tatiana Mitrova from Columbia University's Center on Global Energy Policy.

Mitrova said Russia could "reduce its exports and production” in a bid to drive up the global oil price and hurt the economies of its adversaries.

“People assume there should be rational economic behavior from Russia … But frankly looking at everything that is happening in Russia, I wouldn’t call it rational behavior. Economic interests can be sacrificed in favor of political and military goals,” she said.

Merkel spoke about the true purpose of the Minsk agreements and about her role in resolving the conflict in Ukraine

The conflict in Ukraine should be resolved through diplomacy, but there is no talk of her participation in the negotiations, former German Chancellor Angela Merkel said in an interview with Zeit newspaper.

Speaking about the policy towards Russia and Ukraine, pursued by her when she was chancellor (and Merkel led the German government for 16 years - from 2005 to 2021), the politician noted that she "made decisions in a way that she understands today."

“It was an attempt to prevent just such a war. The fact that this failed does not mean that the attempts were wrong,” the ex-chancellor believes.

The federal government led by Merkel, together with France, mediated between Ukraine and Russia in the so-called Normandy format in order to seek a solution to the conflict in eastern Ukraine. Merkel was instrumental in the 2015 Minsk Agreement, but the peace plan was never fully implemented. A few months after the end of Merkel's term in office, Russia invaded Ukraine on February 24 this year.

According to the Spiegel report, Merkel believes that at the NATO summit in Bucharest in 2008 and also later in the negotiations in Minsk, she bought the time that Ukraine was able to use to better resist a Russian attack. Ukraine is now a stronger, more resilient country. At that time, Merkel is certain that the country would have been overrun by Putin's troops, the magazine reports.
