That same year, Russian officials issued claims that Washington was behind a secret biological weapons program in Georgia, which, like Ukraine, is an ex-Soviet republic with a history of conflict with Russia and Moscow-aligned separatists along the border.
Reached for comment on the latest claims issued by Antonov, a State Department spokesperson referred Newsweek to U.S. Ambassador to the U.N. Linda Thomas-Greenfield's remarks made Thursday during a U.N. Security Council session at which she voted against Russia's resolution to investigate the allegations.
"The United States voted against this resolution because it is based on disinformation, dishonesty, bad faith, and a total lack of respect for this body," Thomas-Greenfield said. "The Biological Weapons Convention is important. It addresses the grave threat posed by biological weapons.
"The United States takes its responsibility seriously, and fully complies with and fulfils its obligations under the BWC," she added. "That includes assisting partners around the world to strengthen global health security and reduce the impact of infectious diseases on their societies."
She argued that Russia had "failed to provide any credible evidence to support these false allegations" and, "despite Russia's abuse of the process, and precisely because we respect the BWC and its provisions, the United States and Ukraine went through Russia's allegations in Geneva, point by point, and debunked every single one" during a previous U.N. session on the issue in Geneva in September.
"Russia knows our Cooperative Threat Reduction efforts are not for military purposes. We know Russia knows this, because for nearly two decades, Russia participated in this very kind of cooperation with us, including on biological threats," she added. "The truth is that Russia's questions are not sincere, and Russia is not interested in our answers."
Antonov said Moscow remained unconvinced by the U.S. and Ukrainian arguments and he accused Western nations of deflecting the Russian line of questioning.
"The collective West has followed the beaten track of accusing Russia of misinformation and distracting the international community from discussing more important issues," Antonov said. "The logic of such a nervous reaction of the U.S. colleagues is clear: In the absence of reliable counterarguments, it is easier to distort mirror images, especially when you know that obedient allies will not let you down."
To borrow a phrase made famous made by the 2006 documentary written by former Vice President Al Gore that raised awareness about the effects of climate change, Antonov warned there was "an inconvenient truth" for the U.S. "behind pretentious rhetoric."
"If the main goals of the Cooperative Threat Reduction Program in the post-Soviet space were achieved in 2008, what biological threats in the immediate vicinity of the Russian borders has the DTRA been 'fighting' against for the last 14 years?" Antonov asked.
Other questions Antonov had for U.S. officials included, "Why has the U.S. transferred from Ukraine at least 16 thousand biosamples, including human tissue and serum? What is the real reason behind the emergent destruction of pathogen collections stored in these facilities (in accordance with the decree of the Ukrainian Ministry of Health of February 24, 2022)?"

"Neither do they question the Pentagon's intentions to transfer unfinished programs from Ukraine to third countries," he added. "Among the 'candidates' are Bulgaria, the Czech Republic, and Baltic states."
He accused the "collective West" of being plagued by "an intellectual paralysis" that extended to the U.S. consistently rejecting efforts to negotiate a legally binding verification mechanism to the BWC since 2001.
"We encourage the countries still able to pursue independent foreign policy to do their homework and reflect on the following question: what is the reason of Washington's reluctance to strengthen the Convention?" Antonov asked. "We do not strive to settle political scores with anybody. We act strictly within the BTWC legal framework."
In the lead up to the convention's review conference set to begin November 28, Antonov asserted that "it is high time to think about how to strengthen it, reject narrowly defined national interest, and put the entire mankind's wellbeing and security at the forefront."

Decoupling From China Is a Fools Errand
Washington is becoming more like the bare-knuckle mercantilists in Beijing.

Thirteenth-century Venice, like the high-tech economy of the twenty-first-century United States, faced a challenge that threatened the famed republic’s economic prosperity. The natural advantages enjoyed by Venice’s internationally renowned glass makers, like the leading computer chip makers today, were under threat from foreign competition, the theft of intellectual property, and the departure of skilled artisans lured by the promise of higher pay elsewhere in Europe.
Venice adopted an elegant if brutal solution to this dilemma. On November 8, 1291, the Venetian Great Council ordered the city’s entire glass-making industry—all of its factories and artisans—to relocate to the small island of Murano nearby.
To prevent the export of the city’s technological and manufacturing advantages, glassmakers faced steep fines or imprisonment if they left the environs without permission. Determined to prevent the loss of its monopoly over intellectual property and to maintain its stranglehold on industrial innovation, city fathers ruled that any master caught leaving the city could be sentenced to death.
To compensate for these draconian restrictions, artisans were granted preferred social status, formalized in the island’s “Golden Book.” This new industrial aristocracy was awarded unique privileges. They could carry swords and were immune from prosecution. Their daughters and sons became sought-after partners for the Venetian aristocracy.
The glassmakers of Murano, and Venice’s economy as a whole, reaped the fruits of this mercantilist policy for a long time.
Today, the Biden administration faces a challenge that medieval Venice’s politicians would well recognize—controlling the development and dissemination of computer chips that drive the international economy. Like its Venetian predecessors, the Biden administration aims to protect its monopoly by “decoupling” critical technological capabilities enjoyed by the United States and its allies from those under Chinese control. President Joe Biden, like Venice’s town fathers before him, hopes that the competitive advantages still enjoyed by U.S. and Western (including Taiwanese and South Korean) chipmakers will be protected forever.
It wasn’t meant to be this way.
Since the famed 1972 meeting between Richard Nixon and Mao Zedong, U.S. policymakers have comforted themselves with the expectation that China’s rise would make it more like America—a proponent of free trade, free enterprise, and democratization.
“Decoupling” from China (and for different reasons Russia) and “reshoring” key U.S. industries, reflects the new unexpected spirit of U.S. enterprise that has turned long-held assumptions driving U.S.-China relations on their head.
As far as state intervention in the economy—directing capital to favored industries and companies, and the associated commitment to “pick winners”—Washington is becoming more like the bare-knuckle mercantilists in Beijing.
Biden is the booster in chief for this new look in U.S. policy, as is Chinese president Xi Jinping. At a recent groundbreaking ceremony for a new Intel plant in Ohio, Biden declared:
Folks, we need to make these chips right here in America to bring down everyday costs and create good jobs. (Applause.) Don’t take my word for it. … Listen to the business leaders across this country. They’re making decisions right now about where to invest and produce these chips. China, Japan, South Korea, European Union — all these places are investing tens of billions of dollars to attract chip manufacturers to their countries. But industry leaders are choosing us, the United States, because they see America is back and America is leading the way.

As in thirteenth-century Venice, today in Washington the power of the state is being unsheathed and expanded in what may well be a costly and quixotic effort to force the private sector’s adoption of a political security and economic agenda aimed at preventing the diffusion of knowledge, industry, and innovation to China.
Even among Washington’s Asian allies, not everyone is convinced that Biden’s way is the right way. Singaporean prime minister Lee Hsien Loong, for example, recently voiced his concerns about Washington’s latest moves.
Decoupling is a worry. National security concerns are real. How wide or how narrowly they are defined, is the judgment of each government and administration. I think the Biden administration’s latest move is a serious one. I am sure they have considered it carefully. It can have very wide ramifications. We will have to see how things work out. But we will do worry that valid national security considerations may trigger off further consequences and may result in less economic cooperation, less interdependency, less trust, and possibly, ultimately a less stable world.
It was once a truism to declare that what was good for General Motors was good for America. A system of international commerce created in this image provided a solid foundation for America’s economic and military supremacy for a generation.
Today, this axiom has been turned on its head. The Biden administration now argues that what is good for Washington might not necessarily be good for the likes of Ford, Mercedes, and McDonald’s, which are now shuttering their operations in Russia. Companies once encouraged by Washington’s political class to explore business opportunities in Russia are now bowing to its diktat to abandon their stakes. American and European chip companies are now forced to accommodate the Biden administration’s intent to prevent China from competing with Western and other Asian firms or supplying their industries with the most advanced computer chip technology and personnel.
“The new rules” recently adopted by Washington, noted the Wall Street Journal, “will essentially kneecap fast-rising Chinese memory-chip companies.”
It is now left to China to preach to the world the benefits of “win-win” solutions offered by free trade. Like the famed master artisans of Murano, forced to live and work in a gilded cage, high-tech expatriates now working in China and their parent companies are being forced to “reshore” themselves in the expectation that China’s effort to manufacture chips as wonderful as those produced by the United States and its allies will be short-circuited.
In this regard, Murano’s experience may be instructive. Despite its efforts, the glass industry in Murano was unable to stem the diffusion of intellectual capital and skilled personnel to competitors in Europe. Today, the glass-making industry on the famed island is a shadow of its former self. Its galleries are losing the competitive battle against glass made in China, which is equal in quality and cheaper in price. To survive, the once proud galleries are selling Chinese knockoffs as their own.

Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev congratulated the Russians on National Unity Day with an original text that looks more like a sermon or a keynote speech.
“Why is our cause right? Answers to simple questions on National Unity Day,” Medvedev called his congratulations and gave quite exhaustive answers to questions that actually worry many, especially after September 21.
I would like to pay special attention to the fragment about “some frightened partners” - which of the CSTO members recognizes himself in this passage?
“What are we fighting for?
Russia is a huge and rich country. We do not need foreign territories, we have everything in abundance. But there is our land, which is sacred to us, on which our ancestors lived and on which our people live today. And which we will not give to anyone. We protect our people. We are fighting for all our people, for our land, for our thousand-year history.
Who is fighting against us?
We are fighting against those who hate us, who ban our language, our values and even our faith, who spread hatred towards the history of our Fatherland.
Against us today is part of a dying world. This is a bunch of crazy Nazi drug addicts, people drugged and intimidated by them, and a large pack of barking dogs from the western kennel. With them is a motley pack of grunting gilts and narrow-minded inhabitants from the collapsed Western empire with saliva flowing down their chins from degeneration. They have no faith and ideals, except for obscene habits invented by them and standards of doublethink implanted by them, denying the morality bestowed on normal people. Therefore, having risen against them, we have acquired sacred power.
Where are our old friends?
We were abandoned by some frightened partners - and spit on them. So, they were not our friends, but just random fellow travelers, sticky and hangers-on. Cowardly traitors and greedy defectors fell to distant lands - let their bones rot in a foreign land. They are not among us, but we have become stronger and cleaner.
Why were we silent for a long time?
We were weak and devastated by timelessness. And now we have shaken off the sticky dream and the dreary haze of the last decades, into which the death of the former Fatherland plunged us. Other countries awaited our awakening, raped by the masters of darkness, slave owners and oppressors who dream of their monstrous colonial past and yearn to maintain their power over the world. Many countries do not believe their nonsense for a long time, but are still afraid of them. Soon they will wake up completely. And when the rotten world order collapses, it will bury all its arrogant priests, bloodthirsty adepts, mocking servants and dumb mankurts (not remembering their past and origin) under a multi-ton pile of its debris.
What is our weapon?
Weapons are different. We have the opportunity to send all enemies to the fiery Gehenna, but this is not our task. We listen to the words of the Creator in our hearts and obey them. These words give us a sacred purpose. The goal is to stop the supreme ruler of hell, no matter what name he uses: Satan, Lucifer or Iblis. For his goal is death. Our goal is life.
His weapon is an intricate lie.
And our weapons are Truth.
That is why our cause is right.
That is why victory will be ours!

Who is fighting against us?
We are fighting against those who hate us, who ban our language, our values and even our faith, who spread hatred towards the history of our Fatherland.
Against us today is part of a dying world. This is a bunch of crazy Nazi drug addicts, people drugged and intimidated by them, and a large pack of barking dogs from the western kennel. With them is a motley pack of grunting gilts and narrow-minded inhabitants from the collapsed Western empire with saliva flowing down their chins from degeneration. They have no faith and ideals, except for obscene habits invented by them and standards of doublethink implanted by them, denying the morality bestowed on normal people. Therefore, having risen against them, we have acquired sacred power.
Where are our old friends?
We were abandoned by some frightened partners - and spit on them. So, they were not our friends, but just random fellow travelers, sticky and hangers-on. Cowardly traitors and greedy defectors fell to distant lands - let their bones rot in a foreign land. They are not among us, but we have become stronger and cleaner.
Why were we silent for a long time?
We were weak and devastated by timelessness. And now we have shaken off the sticky dream and the dreary haze of the last decades, into which the death of the former Fatherland plunged us. Other countries awaited our awakening, raped by the masters of darkness, slave owners and oppressors who dream of their monstrous colonial past and yearn to maintain their power over the world. Many countries do not believe their nonsense for a long time, but are still afraid of them. Soon they will wake up completely. And when the rotten world order collapses, it will bury all its arrogant priests, bloodthirsty adepts, mocking servants and dumb mankurts (not remembering their past and origin) under a multi-ton pile of its debris.
What is our weapon?
Weapons are different. We have the opportunity to send all enemies to the fiery Gehenna, but this is not our task. We listen to the words of the Creator in our hearts and obey them. These words give us a sacred purpose. The goal is to stop the supreme ruler of hell, no matter what name he uses: Satan, Lucifer or Iblis. For his goal is death. Our goal is life.
His weapon is an intricate lie.
And our weapons are Truth.
That is why our cause is right.

God told me not to be afraid of death, as Martyrdom is one of the highest honors that can be attained, and as long as we stood, that's alright, but what gets me the most, deep down, is that I am sure my death and the death of millions of my people will be considered materially insignificant, and just a footnote, and that overall, the crimes committed upon our sake will only get a two minute slide on their news, before they flash over to Kim Kardashian's sex tape.
What really gets me is that their kids, and their kids, will grow up believing that my death was justifiable, wether it's for naive reasons, the sake of Western supremacy, or just "we are right and they are wrong, no matter what" and that I'm the real villain because I killed 5 thousand, 10 thousand, or, may God bless us, 50 thousand Americans, in self defense, but I know the truth will come out one way the other, they couldn't hide the lies of Vietnam, Afghanistan, or Iraq for long.

Russian Armed Forces destroyed five Greek BMP-1s immediately after being handed over to Kyiv
Pronews.gr: Greek BMPs burn like torches in the steppes of Ukraine, serving the Zelensky regime
The Russian army destroyed five Greek infantry fighting vehicles in the Donbass immediately after they were handed over to the Ukrainian side, write the Greek media.
According to the portal iskra.gr, this happened on October 28, when Russian troops suppressed the Ukrainian offensive near the village of Berestovoye in the Kharkiv region.
"As a result, 150 Ukrainian soldiers were killed or injured, one tank and five BMP-1s <...>, four armoured personnel carriers and nine pickups converted into combat vehicles were destroyed," the publication says.
It notes that the BMPs were hit by artillery and 152-millimeter Krasnopol rockets.
The article emphasizes that the vehicles received from Greece were serious reinforcements for the Armed Forces of Ukraine - since they were in excellent condition, they were immediately put forward to the front line.
In addition, writes iskra.gr, Greece handed over RM-70 multiple launch rocket systems to Ukraine. They operate mainly in the Kherson region, two of them have already been destroyed.
The pronews.gr portal, for its part, notes that they did not even have time to repaint the Greek equipment.

The author adds that the Greek islands from which the BMP-1 was withdrawn remained uncovered. This was recognized by Prime Minister Kyriakos Mitsotakis, who sent Greek weapons to Zelensky.
The retired brigadier general who had the IFVs on an island in the eastern Aegean told pronews.gr that the military had struggled to secure supplies of spare parts. But they instantly appeared when they decided to send the cars to Ukraine.
“We made superhuman efforts to keep them in perfect working order so that they could give them to Zelensky for free. We didn’t have batteries <…> But before the BMP was taken from the troops and sent to Ukraine, two cars with batteries and replaced all the old ones," the military said.
Greece undertook to send to Ukraine 40 East German-made armoured infantry vehicles of the BMP-1 type, received in 1994. In return, Germany promised to provide an equal number of Marder infantry fighting vehicles. As of October 28, Athens has already received ten of these machines.
This week, Greek President Katerina Sakellaropoulou and Defence Minister Nikos Panagiotopoulos travelled to Kyiv, where a ceremony was held to hand over the BMP-1 to Ukrainian troops. Europe runs the risk of having an Afghanistan within itself in Ukraine unless it reverses its current stance with the Kremlin and bets on returning to the negotiating table, warns a former adviser to Russian presidents Mikhail Gorbachev and Boris Yeltsin and three successive United Nations secretaries-general.
In an exclusive interview with RTP (complete version), Jeffrey Sachs says he is “surprised by the position of Europe” and that it embraced the “American narrative” of confrontation when it was, until the outbreak of this conflict, a “paladin of diplomacy”.
A 67-year-old liberal economist, Sachs has been a professor at Columbia University since 2002, director of the UN Millennium Project and was the 2015 “Blue Planet” Award (recognising significant efforts in scientific research or applications of science that have contributed to solving global environmental problems).
In this interview, the academic, who is also recognized for his work with international agencies and various governments to reduce poverty, assumes himself to be a straightforward critic of US foreign policy.
“I know my own country, the United States, very well; we have been a war machine for practically my entire life — Vietnam, Laos, Cambodia, Nicaragua, Iraq, Afghanistan, Syria, Libya. America fights wars, but Europe does not.”
“Europe has been a champion of diplomacy. But now Europe only embraces the American line: We must defeat Putin! We do not trade!, etc. But this approach is very dangerous for Europe and Europe is on the front line and could be hit hard by all this”.
“Because this war and the sanctions regime are doing colossal damage to Europe. And I think therefore that Europe made a mistake, adhering to an American narrative of this crisis without actually following a more sensible path”.

The author of, among other books, “The End of Poverty”, “The era of sustainable development”, “The price of civilization”, “Commonwealth — Economics for a crowded Planet” and “Macroeconomics and the global economy” emphasizes that had previously warned of the current worsening scenario not only in Ukraine but in his explosive dossiers such as the one about Taiwan.
“Before the war broke out, I said that if the US continued in the same way it would turn Ukraine into the next Afghanistan. Because we loved Afghanistan so much that we destroyed it. It's US style."
Faced with the fact that it was Russia and not the United States that invaded Ukraine and that Europe had always kept the door to dialogue with Moscow, even when the Kremlin's so-called "special operation" had already begun in the neighbouring country, Sachs argues that this is a consequence of ignoring of successive previous warnings made by Vladimir Putin, of crossed “red lines” and reneged commitments.
“I listen to both sides, I visit both sides, I have known them for 40 years and I do not accept the idea that what we say is true and what they say is propaganda,” he said.
“There are different perspectives and diplomacy is extremely important. But when I talk to senior European officials now, they say: There is no diplomacy with Putin!”
“That's a terrible, wrong perspective... Or: You can't talk to China! — which is an American perspective. This is, I think, the main mistake, because if we actually discussed, debated, negotiated, we would find solutions to end the war in Ukraine, we would find solutions to the growing tensions in Taiwan, in East Asia. There are possible solutions, but at the moment we are not committed to solving the problems”.

Confronted by RTP with the fact that Vladimir Putin says he is open to negotiations after annexing Ukrainian regions with a global area close to Portugal's and having done the same in 2014 with Crimea (regions he claims are now Russian territory), Sachs insists that, without a return to the table, we are heading towards a global disaster.
“What I say is: sit down and negotiate. And understand what the real red lines are,” he insisted. I think that even in the Donbass and in the regions of Zaporizhia and Kherson there are possibilities for more creative solutions”.
“But we have to talk for them to emerge. And the current idea that Ukrainians and Americans have is: Let's defeat Putin. Well, I don't think it's a recipe that will save Ukraine and it's a recipe that threatens the whole world, frankly.”
“It's not realistic, it's not based on understanding how we could achieve peace, and until we sit down together, we don't know for sure what's possible. But just to be clear, I'm not saying to accept anything, just to talk."
