Swiss again reject German request to re-export Swiss ammunition to Ukraine
ZURICH, Nov 3 (Reuters) - Switzerland has again rejected an appeal from Germany to allow it to re-export Swiss-made ammunition to Ukraine, the government said on Thursday, saying such a move would violate Swiss neutrality.
German Defence Minister Christine Lambrecht had written to the government in Bern last month asking for permission to supply 12,400 rounds of Swiss-made ammunition for Gepard anti-aircraft tanks that Berlin has already supplied to Ukraine to help in its war with Russia.
But Swiss Economy Minister Guy Parmelin gave the same response the Swiss government had given in June when it rejected an earlier request.
"Under the principle of equal treatment in neutrality law, Switzerland cannot agree to a request for the transfer of war materiel of Swiss origin to Ukraine as long as the latter is involved in an international armed conflict," the government said.
"As the legal situation remains unchanged, approval of a transfer of Swiss war materiel by Germany to Ukraine is still not possible," it added.
The 35mm shells were originally supplied by Swiss companies to the German army decades ago on the condition that it could not re-export the munitions without Swiss approval.

Q : Do you believe that the fighting in Ukraine will escalate into a full scale war? If so do you believe NATO/America will escalate the conflict? Do you believe nuclear warfare may yet again come about on the earth?
Well, my dear subscriber, I believe the war has already been escalated.
If we are to believe the Russian commander in chief, then Zelensky had two times to negotiate : the first was the apparent withdraw and retreat from the Kiev suburbs and the Belarusian front, but the deal was apparently sabotaged by Boris Johnson, the former prime minister of Britain, mind you, the military objectives of the Northen front was achieved.
The second attempt, apparently, was in Istanbul regarding the Kherson/Donbass line of contact, the EU and America, represented again in Boris Johnson, sabotaged the deal, again.
I am not a military expert, but it is clear that the attitude of the political leadership of Russia towards the "SMO" has changed quite considerably since February 24th in stages, indicated by the partial mobilization of the reserves, the strikes on dual-use infrastructure and civilian power grids and dams, and so on.
Will NATO and America escalate it? if by escalation you mean the introduction of new aid, military intelligence, and more moves in the information sphere, then yes, what most people tend to forget is that the Global North, represented in America and Europe, categorically control most of the internet and its assets, and most of the advanced industries, while us, the Global South, were, for many decades and only starting now is that changing, were a consumer market/a field for raw materials.
And no, nuclear war, to put it bluntly, will never happen, the human race is not suicidal, every person knows that there is no way humanity will ever recover from a nuclear war, it will be a collapse, we will never return to space, and we may not even be able to return to the surface ever, because if you destroy not only the infrastructure to produce the tech-levels we have here, but the knowledge with it, and the logistics, we will simply never regain it, they know it and we know it.
Death, of course, is inevitable, but our purpose is to build the earth for our descendants and ensuring our legacy, and no one wants their legacy to be regulated to scavenger tribes, who will devolve into nothing more than apes, and then in the end, dust.

Exclusive: G7 coalition has agreed to set fixed price for Russian oil
WASHINGTON/LONDON, Nov 3 (Reuters) - The Group of Seven rich nations and Australia have agreed to set a fixed price when they finalize a price cap on Russian oil later this month, rather than adopting a floating rate, sources said on Thursday.
U.S. officials and G7 countries have been in intense negotiations in recent weeks over the unprecedented plan to put a price cap on sea-borne oil shipments, which is scheduled to take effect on Dec. 5 - to ensure EU and U.S. sanctions aimed at limiting Moscow's ability to fund its invasion of Ukraine do not throttle the global oil market.
“The Coalition has agreed the price cap will be a fixed price that will be reviewed regularly rather than a discount to an index," said a coalition source, who was not authorized to speak publicly. "This will increase market stability and simplify compliance to minimize the burden on market participants.”
The initial price itself has not been set, but should be in coming weeks, multiple sources said. Coalition partners agreed to regularly review the fixed price and revise it as needed, the source said, without disclosing further details.
Pegging the price as a discount to some index would have resulted in too much volatility and potential price swings, the source added.
The coalition worried that a floating price pegged below the Brent international benchmark might enable Russian President Vladimir Putin to game the mechanism by reducing supply, a second source with knowledge of the discussions said.
Putin could benefit from a floating price system because the price for his country's oil would also rise if Brent spiked due to a cut in oil from Russia, one of the world's largest petroleum producers. The downside of the agreed fixed price system is that it will require more meetings of the coalition and bureaucracy to review it regularly, the source said.
U.S. Treasury Secretary Janet Yellen and other G7 officials argue the price cap, set to begin Dec. 5 on crude and Feb. 5 on oil products, will squeeze funding to Russia without cutting supply to consumers. Russia has said it will refuse to ship oil to countries that set price caps.
Shipping services are eager to see more details about the G7 plan which is due to take effect in a month.
A steady price cap could enable insurers to more confidently roll over contracts and initiate new ones without fear that the price could be adjusted by the countries buying Russian oil, which could have potentially exposed insurers to sanctions.
No immediate comment was available from Treasury or the embassies of coalition members, which include the G7 rich nations, the European Union and Australia.

Russian Ambassador Antonov warned of the risk of extending the price ceiling for gas and metals
WASHINGTON, November 4 - RIA Novosti. The mechanism of price restrictions, which the Americans and their allies intend to test on Russian oil, if the initiative is successful, could be extended to other goods of interest to the West, including gas and metals, Russian Ambassador to the United States Anatoly Antonov warned in an interview with the American National Interest.
“The Treasury Department’s recipe for saving face, the so-called “price cap” for Russian oil, is leading the world economy into even darker recesses of this kind of Knossos labyrinth. At the same time, Ariadne’s promised thread is our willingness to sell “black gold” to the loss is nothing but a myth from the very beginning. We will not provide for the well-being of others at our own expense," the diplomat wrote.
The ambassador recalled that Moscow would stop supplies to those countries that decide to apply a restrictive mechanism in an attempt to artificially restrain prices.
“Our message is clear: if this mechanism is nevertheless implemented, no one can guarantee that in the future someone will not try to extend the same scenario first to gas, then to metals and, ultimately, to any type of goods that will be of interest to Western capital," the source said.

EU Studies Use of Russian Central Bank Assets to Rebuild Ukraine
➖Legal experts tasked to look into possible options, people say
➖Focus is on how to seize part of frozen $300 billion reserves
The European Union is studying the feasibility of using billions of euros worth of Russian central bank assets already frozen by member states to help with Ukraine’s reconstruction efforts, according to people familiar with the matter.
The discussions are at an early stage and legal experts have been recently tasked to look into possible options, the people said, asking not to be identified discussing confidential matters. Assessing whether or how to take control of the assets is extremely complex and potentially legally fraught.

How Russia Sees U.S. Sanctions
It is the macroeconomic course of Western nations, and above all the United States, that has become the root cause of most of the current problems.
by Anatoly Antonov (Russian ambassador in the USA)
In the last few days, the attention of officials and experts in the United States and other Western countries again focused on the implementation of the so-called Istanbul Agreements. And Russia, which suspended its participation in the mechanism for several days, is once more being accused of provoking a humanitarian crisis and famine in developing countries.
However, no one seems to take note that the reason for our decision, which has since been reversed, was an attack on the ships and port infrastructure in Sevastopol by Ukrainian drones. The assault was set up in such a way that it exploited the corridor for Ukrainian grain exports. In such circumstances, how could our specialists guarantee the safety of civilian ships along this route?
However, our arguments fell on deaf ears. The State Department and the U.S. Permanent Mission to the United Nations stated that they see no justification for our decision to suspend participation in the grain agreements. Their claim that such a move on our part leads to widespread famine is repeated again and again like a mantra.
The fact that only a fraction of grain shipments under the deal reached truly vulnerable nations is being widely disputed. Another fact, that if it were not for the sanctions Russia could cover a significant part of food shortages, is being hushed up. All the while our readiness to immediately send up to 500,000 tons of grain and 300,000 tons of fertilizers to the poorest countries is being criticized as “too little, too late.”
Meanwhile, the West continues to call the special operation in Ukraine—which they themselves provoked—the main source of the multiple crises in the global economy. They directly link the rise in prices and deterioration of energy and food security to our country’s actions.
However, if you look at it, it is the macroeconomic course of Western nations, and above all the United States, that has become the root cause of most of the current problems. Washington categorically refuses to accept the transition towards a polycentric system of international relations.
On the contrary, against the background of tectonic shifts, accompanied by the degradation of institutions and the erosion of the principles of collective responsibility, the United States is trying to shape the world according to its own “uniquely true” standards. Washington continues to insist on its “God-given” privilege to replace international law with “rules” invented by some unknown party.
At the same time, the United States with persistence worthy of better application is ignoring diplomacy and the United Nations Charter by trying to “punish” those who disagree with its approaches and to intimidate everyone else. Trampling the basic and seemingly sacred postulates of free trade, competition, and the inviolability of private property, they have imposed various restrictions and initiated commercial wars. They do not hesitate to interfere in the internal affairs of other countries.
The number of sanctions rounds, as well as absolutely illegitimate unilateral restrictions, is already incalculable. Only the “blacklists” related to Russia include more than 2,500 persons. Vague sectoral and trade restrictions constantly supplement direct bans.

Turkish Foreign Ministry commented on the process of Finland and Sweden joining NATO
Turkish Foreign Minister Cavusoglu: Finland and Sweden have not met the conditions for NATO membership
ISTANBUL, November 3 - RIA Novosti, Vugar Hasanov. Turkish Foreign Minister Mevlut Cavusoglu said that Finland and Sweden have not yet fulfilled all the conditions put forward by Ankara for their membership in NATO.
Finland and Sweden against the background of the events in Ukraine on May 18 handed over to the NATO Secretary General an application for joining the alliance. At first, Turkey blocked the start of the process of considering these applications, but on June 29, Turkey, Sweden and Finland signed a security memorandum that takes into account all of Ankara's concerns. Turkey, in turn, withdrew its objections to the entry of these two European countries into NATO. As of October 6, 28 countries out of 30 have already made a positive decision on the admission of northern countries to NATO, with the exception of Turkey and Hungary.
"We see some positive steps, in particular, the lifting of the arms embargo and changes in legislation. But this is not the fulfillment of all conditions," Cavusoglu said at a joint press conference with NATO Secretary General Jens Stoltenberg on Thursday in Istanbul.
According to him, Ankara expects sustainable steps from Stockholm and Helsinki.
"There are no problems with Finland, but both the NATO Secretary General and these countries themselves want joint entry into the alliance, they do not share the process ... We hope for a positive outcome of the negotiations," the head of the Turkish foreign ministry said.
