Rishi Sunak commits to Ukraine … but Kyiv still dreams of Boris Johnson

Sunak’s first call with a foreign leader was with Ukrainian President Volodymyr Zelenskyy Tuesday night, to tell him that the U.K.’s support will remain “as strong as ever under his premiership,” according to a readout from Downing Street. Zelenskyy in turn said the conversation had been “excellent,” signalling the U.K.’s “full support in the face of Russian aggression.”
The new prime minister, however, is yet to set out his plans for Britain’s defence budget, with next week’s all-important fiscal statement likely to signal the start of a long program of spending cuts as he tries to restore confidence in the U.K. public finances.
Sunak had already signed off one boost to U.K. defense spending before he resigned as Johnson’s chancellor in July. But throughout the summer he refused to endorse his leadership rival Liz Truss’ pledge to further up the budget, to 3 percent of GDP by 2030 — a figure endorsed by Wallace — arguing he did not want to set “arbitrary targets.” Tory MPs who pressed him again this week to commit to the 3 percent target said he refused to do so.
“That shows he’s going to put what, in his mind, is the security of the country’s finances before building up the armed forces — at a moment of war in Europe and looming tensions in the Pacific,” said Ben Judah, a senior fellow at the Atlantic Council think tank.
Speculation around the defence budget has fuelled whispers of concern in Kyiv, where senior officials are publicly calling for closer ties with Britain.

He pointed to the joint work of the US with other countries to support Ukraine in order to achieve a "strategic defeat" of Russia, as well as multilateral cooperation to compete with China.
"If the United States of America is not involved in the great work of organizing peace, then either someone else will do it and probably in a way that will affect our interests and values, or no one will do anything, and then a vacuum will form, which tends to be filled with bad things," Blinken said.

The German government announced the impossibility of using Nord Stream 2 after the explosions
BERLIN, October 27 - RIA Novosti. The German authorities proceed from the fact that both strings of the Nord Stream 2 gas pipeline were damaged as a result of sabotage, according to the German government's response to a parliamentary inquiry from the deputy chairman of the Alternative for Germany parliamentary group, Leif-Erik Holm.
"Contrary to Russia's statements, the German government does not currently believe that one of the two Nord Stream 2 gas pipelines remained intact after the September explosions," the German magazine Spiegel quotes the text of the response.
Berlin considers it very likely that the act of sabotage with strong explosions "had a negative impact" on both strings of the gas pipeline, so its basic technical readiness is no longer ensured.
In addition, the government reminded that Nord Stream 2 did not pass the mandatory certification procedure, so it cannot start work in any case.
On September 26, terrorist attacks took place simultaneously on two Russian export gas pipelines, Nord Stream and Nord Stream 2. According to available information, three of the four main lines were damaged.
The explosions took place in the exclusive economic zones of Sweden and Denmark.

The Biden administration would use the Presidential Drawdown Authority (PDA) to transfer the HAWK equipment which is based on Vietnam-era technology, but has been upgraded several times. The PDA allows the United States to transfer defense articles and services from stocks quickly without congressional approval in response to an emergency.
Reuters was unable to determine how many HAWK systems and missiles the United States has available to transfer. The White House declined to comment.
