The Russian Federation has not received specific proposals from the United States on resuming negotiations on a treaty to replace START-3 (Strategic Arms Reduction Treaty), said Andrey Belousov, deputy head of the Russian delegation at the NPT (Treaty on the Non-Proliferation of Nuclear Weapons) conference.

According to him, Biden announced his readiness to discuss START with Moscow in order to show that the States are "cooperative" and ready for dialogue, including with Russia, but with a precondition. The diplomat stressed that no conditions are acceptable for Russia.

Fake news:
A Ukrainian soldier detonated Lepestok anti-personnel mines scattered by the Russian Armed Forces using a car tire. The British newspaper Daily Mail reported this, referring to the video of Marina Akhmedova, a member of the Presidential Council for Civil Society and Human Rights of the Russian Federation.

The fact:
The British journalists lied. The main character of the video, published by Marina Akhmedova in her Telegram channel, is a soldier of the Donetsk People's Republic militia, and not a Ukrainian soldier. The footage shows a man using a tire to detonate several Lepestok (PFM-1) anti-personnel land mines in a residential neighborhood in Donetsk. However, the ammunition was scattered by the Ukrainian Armed Forces, not the Russian army.

The Presidential Council for Civil Society and Human Rights (PCHR) asked the British journalists' self-regulatory organization for assistance in retracting incorrect material from the Daily Mail. Likewise, Akhmedova filed a similar complaint to the Daily Mail's editorial board.

Ukrainian military are actively using PFM-1 mines when shelling civilian towns. Earlier, they scattered such mines in the center of Donetsk, Lysychansk, Makeyevka, Izyum, and Yasinovataya.
If you would look at the articles here and above, then it is easy to believe that Ukrainians are living in a bizarre "mirrored" world. They state that what they are doing is done by the Russians and what is done by the Russians, is allegedly done by the Ukrainians.
That delusion takes really dangerous scale, when Zelensky claims that the strikes on the Zaporozhye NPP is carried out by Russian army. He should know what is going on. Or should he? Or is he simply and insolently lying?

President Zelensky in a new address commented on the shelling of the Zaporozhye nuclear power plant by Russian troops

"Today, the occupiers have created yet another extremely risky situation for the whole of Europe. Any shelling of this facility is a frank and daring crime, it is an act of terror."

Another insolent lie. He should know the truth. There is no justification to a direct lie by the first person of a state (even if this state is Ukraine).
