Earlier, the European Commission published clarifications on sanctions, according to which rail transit to Kaliningrad is allowed subject to a number of conditions. The transit of sanctioned Russian cargo is prohibited only by road, rail transit is allowed subject to the necessary control, the European Commission said.

“This is a victory for our diplomacy, because a significant amount, more than 80% of the restrictions that were imposed on Kaliningrad transit, they have indeed been lifted,” Alikhanov said.

The decision on Kaliningrad transit is not complete, work is still required, automobile transit of sanctioned goods is still not allowed, Kaliningrad Region Governor Anton Alikhanov said on the Rossiya-1 TV channel.

“Railway transit was allowed, this is a good result, we have achieved it, despite all the resistance from Europeans, Lithuanians and even Americans… This is not a complete solution, work will still be required, because road transit of these sanctioned goods is not allowed at all more,” Alikhanov said.

The authorities of the Kaliningrad region believe that restrictions on road transit should be completely eliminated, continue to work, said Alikhanov.

He stressed that the resumption of rail transit is especially important for the transportation of building materials and metals.

Lithuania agrees with the recommendations of the European Commission on the Kaliningrad transit "out of respect for transatlantic unity," Prime Minister Ingrida Simonyte said.

Earlier, the country's Foreign Ministry reacted in a similar way to the explanation of the European Commission.
