During the missile strike this morning on Vinnitsa a "House of Officers" building (used to be a premises for cultural events during the the Soviet era) was destroyed. It is reported, that recently the building has been used as a Head Quarters for Ukrainian Airforce.

Is it a part of long-promised "strikes on decision taking centres" - starting from a low level?

According to Ukrainian channels there also were civilian casualties - "collateral damage" as Americans would call it...
There was banshee wailing for 40 minutes before the strike. However, most people ignored it.

Other shots of the aftermath of the strike on the "House of Officers" in Vinnitsa. The pictures clearly show a breach in the building: with a high degree of probability, the missiles hit exactly this object.

Other images show burnt-out car wrecks and an extension building next to the multi-storey building. Judging by the nature of the destruction, the fires arose as a result of the scattering of damaging elements after the defeat of the "House of Officers".

There are no traces of direct missile hits on other neighbouring buildings and infrastructure, as well as large craters on the ground in the photo.

There are some updates on the "House of Officers".
Margarita Simonian (Editor-in-Chief of RT) quotes source from Russian MOD: "there was there a temporary deployment centre of nationalists".
Also, an Ukrainian source claims, that civilian casualties have occurred because two of the missiles was shot down near the target and the debris cause fire and damage to a civilian building.

Also at the ceremony, new textbooks were presented, according to which schoolchildren of the Kherson region will start studying in September.

The EC recommendations removed a significant amount of restrictions on transit to Kaliningrad, more than 80%, said the governor of the Kaliningrad region Anton Alikhanov.

Earlier, the European Commission published clarifications on sanctions, according to which rail transit to Kaliningrad is allowed subject to a number of conditions. The transit of sanctioned Russian cargo is prohibited only by road, rail transit is allowed subject to the necessary control, the European Commission said.

“This is a victory for our diplomacy, because a significant amount, more than 80% of the restrictions that were imposed on Kaliningrad transit, they have indeed been lifted,” Alikhanov said.

The decision on Kaliningrad transit is not complete, work is still required, automobile transit of sanctioned goods is still not allowed, Kaliningrad Region Governor Anton Alikhanov said on the Rossiya-1 TV channel.

“Railway transit was allowed, this is a good result, we have achieved it, despite all the resistance from Europeans, Lithuanians and even Americans… This is not a complete solution, work will still be required, because road transit of these sanctioned goods is not allowed at all more,” Alikhanov said.
