"I have been from the very beginning — even before the Russians invaded Ukraine — participated in the decision-making process together with President Biden, the National Security Council and Defense Secretary Lloyd Austin. I didn't see any delays at all.
We have supplied Ukraine with a lot of weapons, equipment, ammunition, a very large amount of military aid, but there is still civilian aid, money, and so on. But military aid — here we have provided Ukraine with a huge amount of everything.
We provided them with the right amount at the right time so that they could achieve the goals they needed to achieve at a particular moment."
About Ukraine's counteroffensive:
"The Russians are in a pretty bad state. They suffered huge losses. Their morale is not up to par. The quality of commanders is questionable and heterogeneous — it depends on the type of unit. There is clearly a lot of friction at the strategic level of command. Logistics is not at its best.
The Russians, however, are on the defensive. And Ukraine is fighting. A couple of months ago I said that this offensive would be long, it would be bloody, and it would be slow. And that's exactly what it is: a long, bloody, slow and very, very difficult fight."
Will Ukraine be able to win?
"It all depends on what you mean by the word "win".
For Ukraine, this is an existential struggle. This is a struggle for survival. And for the rest of Europe, and indeed for the rest of the world, and for the United States, the main thing is the rules. Ensure the safety of the rules.
Putin has launched a frontal attack on the rules of the international order that have existed for eight decades, since the end of World War II.
If the ultimate goal is Ukraine as a free, independent, sovereign country with an inviolable territory, then a significant level of effort will be needed to achieve this goal. This war that is going on now is a long, very difficult war with a lot of victims.
These goals can be achieved militarily. It will take a long, long time. But it is probably possible to achieve them by some diplomatic methods."
Have any behind-the-scenes negotiations between Russia and Ukraine?
"I will not comment on any things that may be in the future, or ongoing negotiations, or anything else like that. I'll just say that there are different ways to achieve these goals. And I would say that it's probably too early to talk about it now. The counteroffensive has not yet been completed. So we need to see how this case ends, and then move on."

No. The solution of this problem requires the use of the NATO Air Force in full, with the corresponding consequences in the form of a direct clash between Russia and NATO in a war that will inevitably be nuclear.
This puzzle is well understood in NATO, and I have a suspicion that the story of the transfer of the F-16 may be further delayed beyond what has already been said above.
