Have you ever seen someone changing his views as a result of an argument?
Well, maybe. Very rare. Even then, was it an argument and discussion that have convinced the opponent? There could have been something else in the background.
If you have been to a show of a hypnotist or a psychological manipulator - then you should have noticed that at the first stage he would make some tests to find the most hypnabel people, and usually there will be 1% to 5% of those. Then he can do with them anything he wants.
That is what war-time propaganda can do, change the attitude of the 5% of people. And that is not a big issue, as they may be re-convinced by your opponent easily.
Probably, the real aim of the war-time propaganda should be creating of a comfort environment for those, who do not need convincing.
