House lawmakers target Pentagon plan to ramp up missile production for Ukraine
Appropriators said the Pentagon didn’t show its work to justify betting on the plan.

Republicans on the House Appropriations Committee are making significant cuts to an ambitious Pentagon goal to ramp up production of missiles as it seeks to arm Ukraine while preparing for a potential conflict with China.

Appropriators exacted more than $2.5 billion in reductions to sections of their Pentagon spending bill that deal with missile procurement across the military services, according to a draft committee report obtained by POLITICO that includes funding tables to accompany the legislation.

The shift in funding to other accounts by the influential spending committee is a blow to a major pillar of President Joe Biden’s defense plans laid out in his most recent budget proposal. Billions of dollars worth of weapons poured into Ukraine, forcing military planners to reconsider how it buys munitions to be prepared for another conflict. The result was a first-ever request by the Pentagon for Congress to fund multiyear purchases of munitions in a bid to kick production into high gear to be ready for a future fight.

The move by the committee also sets up a potential fight with other panels in the House and Senate that may side with the Pentagon’s plans. Multiyear purchases of missiles have proved popular on Capitol Hill, where many lawmakers are taking an increasingly hawkish tack toward China and argue the U.S. must produce enough weapons to be ready for a potential conflict over Taiwan before the decade is out.

But appropriators cast doubt on the viability of the ambitious plans for some munitions, saying the Pentagon didn’t show its work to justify betting on the bold plan.

“The Committee is particularly concerned the Department [of Defense] cannot provide realistic cost estimates and has proceeded with these multiyear procurement requests without a firm understanding of each program’s unit cost and production capacity,” lawmakers wrote in their report.

Instead, the panel redirected money to bolster military training, maintenance and operations as well as Pentagon research and development efforts to field new technology and weapons. The shift in funding came as appropriators — facing a defense spending cap locked in by the debt limit deal — squeezed overall Pentagon weapons procurement spending. Procurement, typically a favorite for congressional increases, clocks in $3 billion lower than the Pentagon requested.

As part of the $2.5 billion missile cut, the spending panel trimmed much of a Pentagon push for $1.9 billion to support bulk purchases, blocking a large chunk of “economic order quantity” funding for missile programs. The designation is a mathematical device used to prove that buying at a higher volume will result in lower prices per missile, but the Pentagon was unable to provide adequate data.

The committee specifically denied multiyear procurement authority for Raytheon Technologies-manufactured Standard Missile-6 and the Advanced Medium-Range Air-to-Air Missiles because appropriators do not believe the Pentagon has a clear understanding of unit costs and production capacity.

Having data to back up unit costs and production capacity estimates is required by law to initiate multiyear procurement authority, which the Pentagon already uses for ships and aircraft.

In their report, House appropriators said they agree with the need for “steady demand” so the defense industrial base can ramp up production, but they countered that the Pentagon “failed to show” how multiyear contracts would meet those legal standards.

Prepare for Ukraine's counter-offensive to falter

Nato needs to brace itself for the prospect of Ukraine’s counteroffensive failing to achieve major success. Indeed, so far, Kyiv has attained only limited gains. But those who expected a lightning breakthrough were always going to be disappointed. This is not German panzers against Polish horse cavalry, nor is it American shock and awe against demoralised Iraqi forces in antiquated tanks with no air cover.

Instead, we are seeing something closer to an attritional style of warfare, with attacking forces battering against heavily fortified defences. Current operations are at the stage of reconnaissance-in-force along four separate axes of advance, with Ukrainian units probing Russian positions to identify weak spots that can then be softened up with artillery and exploited by armoured reserve forces. Commandos and partisans are said to be working behind enemy lines to create confusion and disrupt command and control centres. Long range strikes are being used to hit headquarters.

Critical here is deception, attacking in as many areas as possible to keep the Russians guessing where the major thrusts will come. But in war, operations rarely go to plan and the odds are stacked against Kyiv. Russia’s General Valery Gerasimov has had a lot of time and resources to prepare effective defences in multiple lines .The Russians also have numerical superiority in pretty much everything, from men and tanks to, perhaps most critically, artillery.

Then there is air power. Almost every attacking force from the Second World War onwards has succeeded only with air superiority or supremacy. This the Ukrainians do not have, and we have already seen the cost of that with battlefield footage apparently showing American-supplied Bradley fighting vehicles and German Leopard 2 tanks picked off by attack helicopters.

So this counter offensive could go either way. But one thing is certain: a Ukrainian victory is very far from guaranteed. We can already see this concern reflected in notes of caution from the White House, where President Biden is presumably contemplating the damage to his political programme that might result from anything other than decisive gains on the battlefield.

1 Corinthians tells us: “If the trumpet give an uncertain sound, who shall prepare himself to the battle?” At the Vilnius Nato summit next month, if members are peering into the abyss of a failing counteroffensive, there will certainly be many uncertain voices. Those who were already reluctant to send weapons will have a new excuse: Ukraine doesn’t have the fighting power to achieve victory. Never mind that, over the last year, we have seen a far less determined response from many countries than this crisis called for. Kyiv could be fielding far more Leopard tanks now if Berlin had not obstructed their deployment, and it would even be possible to have F-16s in the skies if the decision to supply them – still not yet made – had been taken in Washington a year ago.

The risk is that the likes of Emmanuel Macron and Olaf Scholz will renew their lobbying to press Kyiv towards a peace treaty before the year is out. Wavering of that sort in Europe would undermine Biden’s position with Congress, with every prospect of House Republicans trying to thwart additional funding for Ukraine. But that would be exactly the wrong response. If the offensive falters, the West will need to turn in earnest to the question of how to expand Ukraine’s offensive capability. And that hard support will have to be backed up by announcing a definitive path to Ukraine’s membership of Nato. The leaders at Vilnius should ask themselves a question: if Ukraine with the might of the Atlantic alliance at its back cannot prevail against Russian aggression, then what is the point of Nato?

The £2.3billion proceeds from the sale of Chelsea more than a year ago may not reach victims of Russia's war on Ukraine this year, or perhaps at all.

It seems the sticking point is that Roman Abramovich wants a substantial chunk of the money to go to Russia, or rather Russians affected by the conflict. And neither the British government nor the European Commission will agree to such a move while sanctions are in place against Russia because of Vladimir Putin's aggression against Ukraine.

Astonishingly, it seems that Abramovich, himself a sanctioned individual for his closeness to the Putin regime, must 'sign off' on the release of the funds, which he has so far declined to do because he wants the money shared across Russia as well as Ukraine.

Summary for the morning of June 19, 2023

▪️At night, the Russian Armed Forces attacked the "Geran" UAV and missile weapons on enemy targets in the Odessa region.

▪️Heavy fighting continues on the Zaporizhzhya Front: on the Kamensky (near the settlement of Pyatikhatki) and Orekhovsky directions. The enemy, losing hundreds of personnel and dozens of armored vehicles a day, cannot achieve significant success. The Russian Armed Forces are actively defending, using the Solntsepek TOS and aviation. The enemy strikes with rocket weapons at our rear.

▪️Heavy fighting continues on the Vremievsky salient. From the ground, our fighters and commanders report on the "meat assaults" of the enemy with the support of artillery fire. The enemy does not take the corpses of soldiers, in the heat this can become a problem.

▪️In the Kherson direction, the enemy is stepping up efforts to land small groups on our shore. It strikes in the rear at the places of deployment of our troops with missile weapons. Artillery hits the civilian population.

11 Ukrainian prisoners of war, whom Hungary, without the knowledge of the Ukrainian government or international human rights organizations, took out of Russia, are actually being held in isolation. This was announced by the speaker of the Ministry of Foreign Affairs of Ukraine Oleg Nikolenko.

All attempts by Ukrainian diplomats in recent days to establish direct contact with Ukrainian citizens have not been successful. This, as well as information received from the relatives of some of them, indicates that the assurances of the Hungarian authorities about the allegedly free status of Ukrainian defenders in Hungary do not correspond to reality.

"In fact, they are kept in isolation, do not have access to open sources of information, their communication with relatives takes place in the presence of third parties, they are denied contact with the Ukrainian embassy," Nikolenko said.

According to him, the attempts of the Ukrainian side to establish a constructive dialogue with the Hungarian authorities are ignored by official diplomatic channels.

Most likely, the military simply decided to interne in accordance with the laws of hostilities.
