"What we are seeing now is a direct consequence of the unfair fulfillment by the EU mediators of their obligations, namely, the fundamental unwillingness to contribute to a real search for long-term solutions. The EU mediation in the Belgrade-Pristina dialogue, in fact, has been reduced to only feverish tossing in attempts to "put out the fire "without fighting its true causes," the Russian diplomatic mission said.
They pointed to statements by EU High Representative for Foreign Affairs and Security Policy Josep Borrell, who announced another attempt to convene an emergency round of dialogue on the Kosovo problem.
"In other words, Brussels, creating the illusion of mediation, was waiting for the next escalation in order to make a kind of heroic attempt to put the crisis on pause. But these pauses are getting shorter and the crisis stages are becoming more explosive," the permanent mission noted.
Russian diplomats reminded the European Union that the main task in resolving the conflict remains the creation of a Community of Serbian municipalities in the form enshrined in written agreements between Belgrade and Pristina under the guarantees of Brussels.
Thousands of Kosovo Serbs gathered on May 29 in front of municipalities in the north of the province, demanding the withdrawal of special forces and the recall of Kosovo Albanian mayors. Soldiers from the KFOR contingent were involved in the protection of buildings — they built a cordon, behind which stood the Kosovo Albanian police. In the evening, clashes broke out between the Serbs and the security forces in Zvecan. They opened fire on the protesters, used batons and stun grenades, and sprayed tear gas. As a result, more than 50 Serbs and about 40 KFOR fighters, mostly Italians and Hungarians, were injured.
Another round of tension in Kosovo and Metohija was provoked by Pristina's attempt to install new mayors of North Mitrovica, Zvecan, Zubin Potok and Leposavich. At the end of April, elections were held there, which the Serbs, predominantly living in these areas, massively ignored. And although the turnout did not reach even four percent, the elections were recognized as valid, and the candidates from the Albanian parties won them.
On May 26, Kosovo Albanian police fighters occupied the government buildings in Leposavich, Zubin Potok and Zvecan by force, while the Serbs tried to prevent the security forces and officials from entering. Serbian President Aleksandar Vucic led the country's army to maximum combat readiness and demanded that NATO urgently stop the violence against Serbs in Kosovo and Metohija.

A little more than two months ago, Ukrainian president Volodymyr Zelensky framed the battle of Bakhmut in dire terms in an interview with the AP. “If [Putin] will feel some blood — smell that we are weak — he will push, push, push,” Zelensky said. “We can’t lose the steps because the war is a pie — pieces of victories. Small victories, small steps.”
More intriguingly, he outlined the political consequences of losing in Bakhmut, implying that it would bring pressure in Ukraine and internationally to come to terms with Putin. “Our society will feel tired. Our society will push me to have compromise with them,” Zelensky said.
Now, it would not be the first time that a wartime leader drew a line in the sand only to see it dashed and then drew a successful line elsewhere. But it’s been very difficult to get reliable information about Ukrainian life in wartime, and more so about its domestic politics. So, I’m curious. Was Zelensky right and is support for his government’s leadership of the war effort waning in Ukraine after Bakhmut? It is very hard to know, in part because opposition media have been closed down in Ukraine, and opposition parties — including all successors to the Party of the Regions — get banned in Ukraine.
One potential sign of trouble is the reports that Ukraine has had difficulty recruiting and mobilizing soldiers for its long-discussed offensive.

Now, I have no doubt about the tenacity of Ukrainian nationalists in resisting domination by Russia. But from the beginning, there have been serious doubts about their willingness to follow the elected government. If I’m reading the tea leaves correctly, however, it seems that Ukraine is being pressured by the West to make a successful offensive as soon as possible, in order to bolster the cause among the democratic peoples of the West. Yet success is just as crucial for Zelensky himself domestically.

An offensive in the current realities can be a complex of military strikes supported by information attacks. An example of such tactics was, in particular, analyzed in NATO Review in 2021 in a series of articles on the war in the "gray zone", in particular, in the analytical article "Hybrid Warfare — New Threats, Complexity, and ‘Trust’ as the Antidote". In particular, it says:
“With the advent of modern hybrid warfare, the means of warfare have become much greater. This means that the politics-war matrix has become even more complex as the dynamics of war are constantly changing."
From now on, war means a whole range of possibilities. Sometimes this involves kinetic operations along with the use of non-state actors. Sometimes cyberattacks against critical infrastructure can be carried out in parallel with disinformation campaigns. There are many ways, as well as opportunities to combine them or use them in parallel.
Due to hybrid warfare, the dynamics of the conflict become darker, not only because there is a wide and growing toolbox for undermining the enemy, but also because it becomes possible to deprive him of security on two fronts at the same time.
