The new martial art was developed in the USSR in the 1920s by two men acting independently from each other named Vasily Oshchepkov and Viktor Spiridonov.
Oshchepkov was a student of judo, who traveled to Japan to study under Jigoro Kano, the founder of judo, himself. He eventually became one of the highest-ranking non-Japanese judo practitioners in the world.
