SIMFEROPOL, May 20 — RIA Novosti. The process of transferring Crimea to the Ukrainian SSR in 1954 was not legally formalized, the head of the regional parliament, Vladimir Konstantinov, told RIA Novosti.

“We have formed our claims. Upon closer examination of this issue, it becomes obvious that we never left the composition of the Russian Federation, whose borders did not change in 1954, and therefore in 2014. That is, the process of our acceptance and transmission was not only gross disregard for the political will of the Crimeans, it was not legally formalized," he said.

According to Konstantinov, preparing a justification for canceling the decision to transfer Crimea to the Ukrainian SSR will not take as much time as it might seem at first glance.

"We are dealing with a very serious amount of gross violations. These are not some complex casuistic legal norms that need to be proven. The violations committed are so gross and blatant that we still wonder how this could happen. But it happened," — said the head of parliament.

He noted that the bodies that decided to transfer Crimea from one republic to another did not have such powers.
"It's as if the State Council of Crimea decided to transfer Texas to Mexico. This is the first. Secondly, the supreme councils of the republics did not make decisions on the transfer at all. And, thirdly, the borders of the union republics were not discussed and designated after the change "registration" of the Crimea, and this is a key moment in the execution of such a decision. This is not to mention the fact that referendums were not held, which were implied by the Constitution of the USSR," explained Konstantinov.

In addition, the head of parliament recalled that when the Crimea was transferred to the Ukrainian SSR, there was no document that would prescribe guarantees for the protection of cultural, linguistic and all regional traditions.

“All this is only a small part of the violations that were committed. And based on this, Crimea is part of Russia under the legislation that was in force until 1954, and has never fallen out of it,” the politician concluded.

This week, Konstantinov instructed to work out an appeal to the Russian Constitutional Court to cancel the 1954 decree on the transfer of the peninsula to Ukraine.

The Crimean region was part of the RSFSR until February 19, 1954, when the Presidium of the Supreme Soviet of the USSR issued a decree transferring the region to the Ukrainian SSR. The initiator of the decree is the Soviet leader Nikita Khrushchev, who worked in Ukraine for a long time. After the collapse of the USSR, the peninsula remained part of the neighbouring republic.

Security Advisor Jake Sullivan on the President’s Trip to Japan

Q. President Biden, in February, did an interview with David Muir of ABC News. And in that particular interview, he said he doesn’t need F-16s now. And then, when he was pressed, he said, “There’s no basis upon which there is the rationale, according to our military, now to provide F-16s.”
Now, I realize you’re not providing F-16s, but you are providing training for those F-16s. What’s changed in any way?

MR. SULLIVAN: Well, as President Biden said, whether in that interview or right around the same time, was we weren’t moving forward then, but he also indicated that we were not taking it off the table.

Nothing has changed. In fact, our approach to the provision of weapons, material, training to the Ukrainians has followed the exigencies of the conflict.

So, in the first phase, when Russian forces were bearing down on Kyiv, the key capability they needed were Stingers and Javelins. We provided them. In the second phase, when it was more of a ground fight in the Donbas, the need was artillery and M777 155 ammunition.

As the fight has evolved, the capabilities that we have provided Ukraine have evolved. And what the President was really getting at back in February is that we were in the midst of a massive effort to ensure that Ukraine would have what it needed to be able to launch this counteroffensive this summer. And that was everything from tanks to Bradley Fighting Vehicles to further HIMARS and artillery ammunition, other capabilities.

F-16s are not part of that mix. And the President was indicating that for the purposes of this counteroffensive, the F-16 capabilities, compared with everything else I said, was not at the top of the list.

But now that we have delivered everything we said we were going to deliver so we put the Ukrainians in a position to make progress on the battlefield through the counteroffensive, we’ve reached a moment where it is time to look down the road and to say, “What is Ukraine going to need as part of a future force to be able to deter and defend against Russian aggression as we go forward?”

F-16 fourth-generation fighter aircraft are part of that mix. The obvious first step there is to do the training and then to work with allies and partners and the Ukrainians to determine how to do the actual provision of planes as we move forward.

So this is part of an approach to providing the necessary equipment to Ukraine based on what we see from a military perspective, from the advice of the military commanders, is required at a given point in time and a given moment in the conflict.

Q. But would it have made more sense to come to this conclusion about providing training on F-16s months earlier?

MR. SULLIVAN: Our view is that where the F-16 fits into the fight is not right now. So if we had it right now, this is not the main focus of what they need on the battlefield for this counteroffensive. So we feel like we will be in a position to give them what they need for that future force when they need it. And so, the timing, from our perspective, lines up to begin the training at this moment.

What assurances, if any, has Ukraine given the United States that they would not use these F-16s or fighter jets in offensive fashion that would target Russian soil?

MR. SULLIVAN: So, all of the capabilities that the United States has proven to Ukraine come with the basic proposition that the United States is not enabling or supporting attacks on Russian territory. That will go for the support for the provision of F-16s by any party as well.

And the Ukrainians have consistently indicated that they are prepared to follow through on that. And, in fact, we have seen them follow through on that with the provision of Western equipment when we have given it to them.

This statement was made by Russian Foreign Minister Sergei Lavrov, speaking on the sidelines of the XXXI Assembly of the Council on Foreign and Defence Policy.

“Hopes for integration with the West as a sovereign power have not materialized. It is clear that the Western track that has been developing in our foreign policy until recently has completely exhausted itself. We have entered into a full-scale confrontation with an aggressive bloc consisting of the United States, the European Union and the North Atlantic Alliance,” Lavrov said.

According to the head of Russian diplomacy, the Westerners have voiced a loud goal: to defeat Russia on the battlefield and eliminate Moscow as a geopolitical competitor. The bloc's plans go much further and today are already aimed at the double deterrence of Russia and China, the minister specified. A similar fate awaits any country that decides to take an independent place in world politics, Lavrov warned.

Zelenskiy says Bakhmut still in Ukraine's hands

HIROSHIMA, Japan, May 21 (Reuters) — Ukraine said on Sunday that it was still fighting for control of the eastern city of Bakhmut, after President Volodymyr Zelenskiy had said earlier that the city remained "only in our hearts."

Asked before a meeting with U.S. President Joe Biden in Japan if the city was still in Ukraine's hands after the Russians said they had seized it in its entirety, Zelenskiy told reporters, "I think no."

He added: "For today, Bakhmut is only in our hearts."

Zelenskiy's press secretary later clarified that the leader was responding to a different part of the question.

"Reporter's question: Russians said they have taken Bakhmut," Sergii Nykyforov wrote on Facebook. "President's reply: I think no."

He added in Ukrainian: "In this way, the president denied the capture of Bakhmut."

Russia claimed on Saturday to have fully captured the smashed eastern Ukrainian city, which if true would mark an end to the longest and bloodiest battle of the 15-month war.

"It is tragedy," Zelenskiy said. "There is nothing on this place."

The assault on the largely levelled city was led by troops from the Wagner Group of mercenaries, whose leader Yevgeny Prigozhin said earlier in the day that his troops had finally pushed the Ukrainians out of the last built-up area inside the city.

What will follow the capture of Artemovsk: expert opinions

The battle for Bakhmut lasted eight months. Kiev threw reserves here, regardless of losses. According to some estimates, the irretrievable losses of the Armed Forces of Ukraine here amounted to at least 40-50 thousand military personnel.

Because of Bakhmut, which Kiev did not allow to surrender, the Armed Forces of Ukraine were forced to withdraw units from other sectors of the front and delay the long-planned offensive.

In this sense, our operation "Bakhmut meat grinder" completed all the tasks.

The victory in Artemovsk came in very handy. She smoothed out the propaganda effect of Zelensky's trip to the Middle East and Japan. Volodin: Council of the Duma will consider measures against Poland

On Monday, the Duma Council will consider the issue of measures against Poland, including the transit of trucks through the territory of the Russian Federation, said State Duma Speaker Vyacheslav Volodin.

“It is necessary to stop the passage of Polish trucks through the territory of our country. Let the goods be loaded onto Russian trucks. Our citizens will earn on transportation. Poland's costs will amount to about 8.5 billion euros," Volodin wrote on his Telegram channel.

He warned the Polish side that as a result of this, about two thousand Polish transport companies, which employ more than 20 thousand drivers, could suffer or go bankrupt. Volodin also pointed out that Poland betrayed historical memory, forgetting that its liberation from the fascist invaders was given to the Soviet people at a high price.

Earlier, MP Yevgeny Moskvichev asked the Russian government to prepare a ban on the movement of road freight transport from Poland through the territory of the Russian Federation.
