There is a law that gives the Speaker of the House the ability to order the Seargent at Arms (after Congress votes on it) to go arrest citizens & government employees who violate congressional subpoenas - AND they have to the power to detain them.

Now think of this hypothetical example:

Schiff ignores subpoena.
Congress votes to arrest him.
McCarthy has him detained.
