Retailers have already found ways to circumvent the ATFs illegal rule change that re-wrote the federal 1968 gun control act (the law that defines receivers & frames), which is outside their legal authority & was directly struck down by a case filed against the EPA which struck down regulatory agencies rewriting laws for political reasons (West Virginia v EPA). SCOTUS ruled against EPA doing this, & it applies to ATF equally. Legal challenges are already filed against ATF.
