In the defense & intelligence circles where I have friends, there have long been rumors, but strong rumors, that the United States through NGOs and subcontractors has had an offensive biological warfare program for decades, in violation of Chemical & Biological Weapons ban treaty.

This is the Military Industrial Complex. There is no distinct line between government & private sector military contractor anymore. The two have merged.
