When attempting to access the telegram account for Russian news channel RT, users are met with a notification that says: "This channel can't be displayed because it violated local laws."

The channel remains up, but all access to it blocked, indicating that Telegram itself has likely not banned them. But at the time it is currently uncertain exactly what is behind restricting access to the channel.

The OSC discovered the Wi-Fi, machines, and ballots were controlled by, Michael Spitzer-Rubenstein, a single individual, who was not a government employee but an agent of a special interest group operating in Wisconsin.
