Because in the USA and other countries they changed the definition of the word "Unvaccinated" to mean only people who have have BOTH Shots AND 14 Days has passed since the 2nd shot - he died after 9 days so he will be recorded as one of those troublesome "Unvaccinated" people

And in some countries such as Israel you are only considered Vaccinated 14 days after previous shot but no more than 6 months since last shot.
