Germany therefore has 5.7459x the number of cases as the Netherlands does.
However, according to reported stats, Netherlands has 771 deaths to Germany's 541 - the Netherlands has a ~33% greater amount of deaths that Germany has.
It seems that Germany could be lying about their number of deaths due to COVID-19, the question is by how much, it is difficult to say.

Potential explanation for this discrepancy is the number of available hospital beds per capita; according to the World Bank website in 2013 Germany had 8.3 beds per 1000 citizens while in 2017 Netherlands had 3.32 beds per 1000 citizens.
