The reason he has “viral” in quotations is because he knows that viruses, if anything at all, are merely byproducts of a poisoned/starved cell (although we’ve only ever seen these particles, as named, in-vitro). So what he’s saying here is “viruses” will stop when we stop poisoning everything.
