The Apkallu (Akkadian) or Abgal (Sumerian) are seven in number and are said to have been created by the God Enki to establish culture and give civilization to humankind.
The Apkallu served as priests of Enki and as advisors to the earliest kings of Sumer before the Great Flood. After the Flood, they emerged from the oceans (Abzu, the "sweet waters") to live with the early humans and teach them the arts and other aspects of civilization such as agriculture,
writing, law, and temple and city building. For this reason, the Apkallu are often portrayed with fish cloaks or outfits.
