A private-public governance is a decisive change of government illegally 'legally'. It is obtained by coercions and financial constraints. Constraints will start off as financial Incentives. (Who doesn't want a freebie?) An incentive (or constraint) will be something, such as the fear of punishment or the expectation of reward, that induces your action in relinquishing your Sovreignty.

Incentives are usually used to steer Socialism. Socialism is just the slow way to Communism control or Communitarianism – as the a new word is coined every 5 seconds, just to confuse sheeple.
