From my understanding of gene modification technology that makes use of viruses as the delivery mechanism, different viruses have either transient or germline capability.
Adenoviruses apparently have transient effects on the DNA, after a while the DNA resets to its original configuration.
HIV belongs to the Lentivirus family of viruses and has the ability to effect permanent germline (passes on to the next generation) change to the genes as it is an endogenous retrovirus.
The injections are definitely being used to alter the human genome
(my view and not necessarily that of The Light Paper, Little A)

A newly declassified report from the Office of the Director of National Intelligence reveals that the federal government is buying troves of data about Americans.
THE UNITED STATES government has been secretly amassing a “large amount” of “sensitive and intimate information” on its own citizens, a group of senior advisers informed Avril Haines, the director of national intelligence, more than a year ago.
The size and scope of the government effort to accumulate data revealing the minute details of Americans' lives are described soberly and at length by the director's own panel of experts in a newly declassified report. Haines had first tasked her advisers in late 2021 with untangling a web of secretive business arrangements between commercial data brokers and US intelligence community members.
What that report ended up saying constitutes a nightmare scenario for privacy defenders.
“This report reveals what we feared most,” says Sean Vitka, a policy attorney at the nonprofit Demand Progress. “Intelligence agencies are flouting the law and buying information about Americans that Congress and the Supreme Court have made clear the government should not have.”

2014In 2014, Smithsonian Magazine published an article titled, “Meet the Two Scientists Who Implanted a False Memory Into a Mouse,” which described a series of rather sadistic experiments showing that implanting false memories was achievable.
Implanting a False Memory in a Mouse
The scientists did a number of manipulations that I will describe in great technical detail in just a second — but the gist of it is that they placed a mouse in a particular box and gave the mouse a foot shock while simultaneously triggering a memory of being in a different, “safe,” box from an earlier experiment when the mouse was is that other box without receiving the shock.
They then placed the mouse in the “safe” box again, and the mouse acted terrified, as if it associated that first box with being given a shock, while in reality the shock was given in the second box, not in the first box.
The conclusion that the scientists drew was that in the mouse’s mind, it “remembered” being given a shock in the box in which it had never been given a shock.
Great technical detail: Working with genetically engineered lab mice, the scientists injected their brains with a biochemical cocktail that included a gene for a light-sensitive protein (channelrhodopsin-2). The cells participating in memory formation would then produce the protein and become light-sensitive themselves.

These mRNA 'vaccines' funnily enough are identical to the delivery method used to write new code for plants and animals going back to the 1970s from a commercial point of view. This mechanism is one of the techniques used to genetically modifying crops. The code that they have programmed is piggybacked on a virus or bacteria where the reverse transcriptase mechanism in the nucleus write the code to the DNA. The effect on the DNA can be temporary/transient or permanent depending on the type of virus the coding was piggybacked on.
