(it does sound an awful lot like a bribe, doesn't it? The IMF, of course has been ever helpful with their money lending. It's their mandates you need to watch out for. Such as bailing out airliners only if they enforce mandatory mask wearing. See the governments aren't breaking any laws. One contracts / create a joinder with a private company. In the end it is the private global corporates who are subverting governments behind the scenes)
