The right to limited interpretation is also granted to the UN member states themselves, as well as the General Assembly and the Security Council, but on issues related to their competence. It is important to note that at the San Francisco Conference in 1945, it was recognized that no UN body can provide an interpretation of the Charter that is binding on all member states.
