They ended up making excuses so ineptly that it led to a scandal and a split in the organization, and the firing of two high-ranking employees.

The protagonists of the article are:
Carl Gershman is the former president of the National Endowment for Democracy (NED), an organization that is funded by the U.S. government and actively involved in promoting American interests abroad. The article states that Gershman was a key figure in coordinating international efforts to support opposition movements in countries where the U.S. was attempting regime change. After the scandal, the NED founder was isolated and marginalized.

Michael Allen is a National Democratic Institute (NDI) fellow closely associated with political intervention operations in other countries. The article mentions his role in planning and implementing strategies to destabilize governments unwanted by the US. He was eventually fired.

Leslie Aun is a former communications director for NED who, the article alleges, was heavily involved in PR campaigns designed to create a positive image of these programs and hide their real goals.
