Electronic voting machine's votes are able to be "flipped" with a $25 dollar wireless remote. Roger Johnston, head of the Vulnerability Assessment Team at the U.S. Department of Energy's science and engineering research lab, said the hack, which requires about $25 and very little technical expertise, would let cybercriminals "flip" votes gathered on Diebold Accuvote TS machines and change election results without raising any suspicion.

Dominion CEO John Poulos stated in the company’s press release, announcing the Diebold/Premier asset acquisition, stated ominously: "We are extremely pleased to conclude this transaction, which...will allow Dominion to expand its capabilities and operational footprint to every corner of the United States."

Diebold acquired Global Election Systems in 2002, forming Diebold Election Systems (DESI). Renamed Premier Election Solutions (PES) in 2007. Sold to ES&S in 2009 for $5M. DOJ antitrust suit in 2010 forced ES&S to divest PES assets.

Dominion acquired those assets in 2010, including IP, software (GEMS), and hardware like AccuVote-TSX/OS. No direct prior affiliation or ongoing ownership, but Dominion inherited Diebold-era tech. Shared personnel like Bob Urosevich link the companies via software overlaps.

Dominion, ES&S, and Hart InterCivic are the three primary companies used in U.S. elections, along with a few smaller ones dealing with software and other hardware. Historically, the voting technology market in the U.S. has undergone significant consolidation through mergers and acquisitions. Prior to major consolidations around 2010, there were approximately 10-15 voting system vendors operating in the United States.

Through acquisitions such as Dominion's purchase of Sequoia Voting Systems and Premier Election Solutions assets (divested from ES&S due to antitrust concerns), and earlier mergers forming ES&S from companies like American Information Systems and Business Records Corporation, the industry has been reduced to these three dominant companies that now control about 80-90% of the market, along with several smaller vendors.

Smartmatic is primarily used internationally in elections across numerous countries, including Argentina, Belgium, Brazil, Bulgaria, Chile, Ecuador, Estonia, Italy, Mexico, the Philippines, Singapore, the United Kingdom, Venezuela, and others in Africa and Asia, while its U.S. involvement is very limited. One U.S. state still uses Smartmatic systems, California (specifically in Los Angeles County).

There are also other systems that are not well known used around the world that have faced serious manipulation, and fraud allegations, like South Korea's Miru Systems. Miru Systems has faced significant controversies related to technical malfunctions, security vulnerabilities, and corruption allegations in elections it facilitated in the Democratic Republic of Congo (DRC) and Iraq.

In the DRC's 2018 and 2023 elections, reports documented equipment failures in up to 45% of polling stations, leading to delays and observer descriptions of the process as "catastrophic." U.S. sanctions were imposed on DRC election officials for inflating a Miru contract by up to $100 million, with funds allegedly diverted corruptly.

Independent analyses identified vulnerabilities in Miru's machines that could compromise ballot secrecy and enable results manipulation. In Iraq's 2018 and 2023 elections, machines malfunctioned in about 70% of stations, prompting manual recounts and ignored warnings about the technology's credibility.

Additional issues include bribery scandals in South Korea, Argentina, and Kyrgyzstan, and Argentina rejecting Miru's systems due to hacking risks.

Miru has denied causing failures, attributing them to minor logistics issues or political smears. They say no credible evidence supports direct election theft by Miru, though vulnerabilities and failures have fueled fraud allegations that could facilitate manipulation.

The problem is that these lack substantiation from reliable sources. A 2025 incident in South Korea involved election observers alleging Chinese hacking via a "Huawei" Wi-Fi signal at a counting site, but authorities dismissed it as baseless and filed complaints against the observers for disruption. Why would the ones involved in election fraud investigate themselves? This is why nothing ever happens and it is swept under the rug.

All of these "failures" or "logistics issues" always seem to benefit ONE side, or ONE party only. This is why people aren't buying the excuses. We have a global election theft problem and everyone knows it. It is being done by the same players, a blueprint used all over the world. Dominion Voting Machines can secretly alter your Ballot AFTER you've cast it. Princeton Prof. Andrew Appel exposes the jaw-dropping truth on the ImageCast Evolution machine. This "hybrid" beast scans your vote but has the sneaky power to print extra marks without you ever knowing. What's even more alarming is that they even programmed it to NOT fill in the bubble neatly so it would mimic a human being filling in a bubble not to rise suspicion and disguise the fact that a machine marked Ballot and not a human.

This feature is available on Dominion voting machines, particularly models like the ImageCast Evolution (ICE) and ImageCast X (ICX), which have been used in various U.S. elections.

The ICE can physically print additional votes onto a paper ballot after the voter inserts it for scanning and after they've reviewed it, if the machine is compromised by malware.

This flaw stems from the machine's hybrid scanner/printer design, making it possible for hacked software to add or change votes undetected by the voter.

Hackers could exploit security weaknesses in the machine or the connected election management system (EMS) to install malicious software. For the ICX, this includes an arbitrary-code-execution flaw that allows malware to propagate from the central EMS to all machines in a jurisdiction without needing physical access to each one.

In models like the ImageCast Precinct (ICP) and ICE, a weak PRNG can reveal the order in which ballots were cast, potentially deanonymizing voters and linking ballots to individuals in scenarios where public ballot data is available.

CISA identified nine vulnerabilities in certain ICX versions, including issues with authentication, encryption, and file validation. Exploiting these typically requires physical access to devices, EMS, or the ability to modify files before upload, but they could allow tampering if access is gained.

In some configurations, like Georgia's ICX, attackers could alter QR codes on printed ballots to change encoded votes, though this would be detectable via risk-limiting audits (RLAs) since the human-readable text remains authoritative.

Issues like those in Puerto Rico's 2024 primaries, where Dominion software produced lower or reversed vote totals compared to paper ballots, highlight potential for misconfigured systems to cause tabulation errors.

The ICX includes extra Android apps, such as a terminal emulator providing root access, which could bypass controls and increase attack surfaces if exploited. This can also potentially make it able to be controlled remotely from anywhere. The truth is, all machines must go. Paper ballots and hand counts with massive oversight is the only safe way.

Today, Patrick Byrne stated that he is in possession of 5 secret hard drive images from 2020 election machines. This is important because it shows 500, maybe even up to 1000 changes to the DLL certified system. Once even 1 change is found on that hard drive, it decertifies that machine.

The FBI raid from Fulton County is expected to find the same DLL changes from hard drives obtained in the raid.
