Per the White House's modification of the H1B program, any H1B currently outside America at 12 midnight tonight will be DENIED ENTRY until their employer pays the updated $100,000 visa fee, despite there being no federal treasury system portal to pay such a fee.
H1Bs, the majority of which are given to Indians, are often used on "frequent fliers" who return to India carrying precious metals as remittances to avoid taxation on exit and entry to India.
Aside from congressional intervention this is the most severe de facto restriction on the H1B visa available to the admin's executive branch powers, while still allowing the odd European doctor or scientist to stay in America.
