Hi everyone
In October 2021 we were able to return students to school due to the efforts of our staff to get vaccinated. I want to thank all of you for stepping forward and protecting yourself and your school community.
As we have all experienced through the pandemic the situation is continuously evolving and so too must our settings.
The COVID-smart measures for winter and Term 3 will include supplying rapid antigen tests, enhanced cleaning and ventilation, alongside the expectation that unwell staff do not attend work. We will also support principals to apply additional shorter-term measures where needed as a ‘circuit breaker’, working with the department's Health, Safety and Staff Wellbeing case management team. These measures include short-term mask-wearing, deferring indoor events and cohorts learning from home.
The proposed vaccine policy
All staff will continue to be strongly encouraged to keep their COVID-19 vaccinations up-to-date under the proposed policy. Staff will be able to access vaccination leave as needed and the department will continue to promote vaccinations through the whole school community.
The department’s proposed vaccine policy will require staff who work in schools for specific purposes (SSPs) or specialist support classes (with some exceptions) to maintain up-to-date doses of a COVID-19 vaccine, as determined by the Australian Technical Advisory Group on Immunisation (ATAGI). This means staff working in these settings will now require a third dose in order to attend work.
We know from our recent staff survey that the majority of staff have already had their third vaccination dose. However, as with previous vaccine requirements, we intend to provide a grace period to give impacted employees an opportunity to ensure their vaccinations are up-to-date.
Assisted Travel Support Officers (ATSOs) and drivers are already required to have had a third dose to work, as determined by the NSW Public Health Order for care workers.
Following consultation, implementation of the policy will begin from Monday 18 July 2022 (the start of Term 3). On that date it is expected that:
• unvaccinated corporate staff can return to corporate offices
• unvaccinated staff who resigned or were dismissed will be able to reapply for advertised positions with the department
• schools will be able to reengage unvaccinated or unattested active casual staff on a temporary or casual basis
• schools can begin contacting unvaccinated school-based staff whose Professional and Ethical Standards (PES) investigations are on hold to discuss different pathways for return to schools, dependent on circumstances. These employees may be able to begin returning to schools from the following week, Monday 25 July.
Please note that until the policy is implemented, the Secretary’s determinations and direction requiring 2 doses of a COVID-19 vaccination remain in place.
What happens next
Today we will begin stakeholder consultation on this proposed position, with the finalisation of the formal policy expected in the coming fortnight. I will write to you again during the school holidays to confirm the finalised policy, including further advice regarding implementation, answers to frequently asked questions and next steps. For further information including the draft vaccination guidelines and staff survey results, refer to the Vaccinations intranet page.
Where to go if you have questions
For those of you with concerns about what this approach might mean for a staff member or student, please reach out to your line manager in the first instance. For our medically vulnerable students, individual health support plans should already be in place but may need to be updated in light of these changes, including the need to ‘dial up’ other protective measures to meet their needs. Our Work Health and Safety and Student Wellbeing teams can support this process where required.
