@TelethonChat continues to be flooded with spam, so it will now ask admins for approval before new users can join. @TelethonianBot should message you with a quiz that you must complete before joining. If the quiz is not working, or you're not being admitted after correctly answering all the questions, please message me and help me diagnose what is going wrong.

Edit 1: fixed leftover test ID. You can retry by asking to join again. It appears to be working now.

Edit 2: admins other than the bot are unlikely to approve join requests. We simply cannot tell from the name and bio alone who is a bot and who is not. The quiz is needed to better guarantee that people who join are willing to spend time formulating a proper question.

Edit 3: the join queue may be cleared periodically, so if you missed your chance to join some days past, try to request joining again. Note that tdesktop's flood wait on join requests seems to be invisible, but it should eventually go through.
