In a landmark move, the Bihar State Election Commission has launched India’s first-ever mobile e-voting system, debuting in the Urban Local Body elections on 28th June 2025.

Bihar is pioneering a remote voting solution via Android smartphones — aimed at making the electoral process more inclusive, accessible, and technologically secure.

📱 How the System Works
Two dedicated apps will enable the e-voting process:
- “e-Voting SECBHR” – developed by C-DAC (Centre for Development of Advanced Computing)
- A second app built by the Bihar SEC

Steps for Voters:
1. Register through the app and provide consent
2. Complete identity verification with a live selfie matched against their voter ID photo using AI-powered facial recognition
3. Cast their vote remotely — no need to visit a polling station

The Government of India is introducing the Legal Metrology (Indian Standard Time) Rules, 2025, which will make Indian Standard Time (IST) the sole official time reference across all:

- 🏛️ Legal frameworks
- 💻 Digital infrastructure
- 🛒 Commercial operations
- 🏢 Administrative systems

🔍 Why This Move?

Currently, many sectors rely on foreign time sources such as GPS. This poses several risks:

- 🎯 Cyber vulnerabilities – Time spoofing and jamming attacks
- 📉 Inconsistent timestamps – Complicating audits and legal cases
- 🕵️ Investigation hurdles – Due to non-synchronized logs

Mandating IST will:
- Boost digital security
- Ensure accurate billing and logging
- Enable better cybercrime tracking
- Support critical sectors like telecom, transport, and finance

🏗️ How Will It Work?

Led by the Department of Consumer Affairs, with support from CSIR–NPL and ISRO, the initiative will:

- Establish 5 Regional Reference Standard Laboratories (RRSLs) in:
- Ahmedabad
- Bengaluru
- Bhubaneswar
- Faridabad
- Guwahati
- Equip them with atomic clocks
- Disseminate IST via:
- Network Time Protocol (NTP) – for millisecond precision
- Precision Time Protocol (PTP) – for microsecond accuracy

Once notified, the rules will:

- ❌ Ban alternate time references unless specifically approved
- 🔐 Make IST the legally enforceable time source
