- Currently, all UPI transactions are free for merchants, but the government proposes to apply MDR for merchants with an annual turnover exceeding ₹40 lakh.

- Larger businesses would face higher charges.
- Smaller merchants are expected to remain exempt from these fees.

3. Why the Move?:
- To sustain the growing UPI ecosystem and reduce reliance on government subsidies.
- The UPI platform has seen immense growth, recording over 16 billion transactions in February 2025.

4. Incentives for Small Transactions:
- A new government scheme encourages low-value UPI transactions (below ₹2,000).
- Banks and payment providers are incentivized to keep these transactions free for consumers, fostering digital payments among small businesses.
