It's silent (2 db as opposed to others at 20db+).
It's (only) an ionizer (least other unnecessary EMF generated, e.g. by other models with spinning parts, like fans).
It has a UK plug.

If you're thinking of buying, be mindful of the wall socket (cheap) ones; an ionizer should be placed on a surface or shelf in the middle or upper part of the room (not at wall socket height).
Only one warning;

Ion Output: MAX 500,000/cm³
Ozone Output: 5 mg/hr

Note, it also outputs a little ozone too.
= a waste of money (and not soundless, with fan).
Nevertheless, if you get the heavy mil syntel etc ... And want to experiment with Dr Duncan's suggestion that RANDOMLY generated negative ions pushed around the room = may be some defence you can start to build that works SILENTLY to generate the ions, as cheap as £30.00 (you'd then need to add a random timer and ... fan). I'm hoping I get clean air most of the time, and when under attack, that's when I switch on the added extra (normal; desktop) fan ... too. :)
Negative ion generator on order, desktop fan already in my possession ... I have yet more possible defences soon on standby for the next attack. /. :)
At a push a couple of manual timer plugs will do to start out (£7 each tops) = £15.00 extra = the ions being generated pseudo-randomly and likewise with teh fan.
= a created FLUCTUATING negative ion field on the cheap.
