Look down the first column; it's a SIMPLE LETTER NUMBER SUBSTITUTION CIPHER, with only one variation (no zeroes).

What ever output you get from the SIMPLE LETTER NUMBER SUBSTITUTION CIPHER, if it contains a ZERO, remove it.

DONE.

Examine, see the truth of the above statement for yourself.

Likewise:

T = (20) = 2 ;)

There are only TWO zeroes in 1 -> 27. ;)
