Strategic Vision & Objectives
1. The timeline of NSFI 2025-30 is synchronized with the 2030 UN Agenda for Sustainable Development Goals (SDGs)
2. The 5 strategic objectives of NSFI 2025-30 are collectively termed "Panch-Jyoti" (Five Flames). 
3. The intended outcome of financial inclusion is defined as a quadrangle of Financial Safety, Financial Security, Financial Resilience, and Financial Discipline
4. Financial Safety is anchored by "Suitable Access, Livelihood Support, and Customer Protection". 
5. Financial Resilience is anchored by "Insurance Coverage" and "Emergency Credit" to recover from financial setbacks. 
Targets & Deadlines (Key Data Points)
1. The strategy sets a target to increase the share of women Business Correspondents (BCs) to at least 30% by December 2028
2. A key goal is to reach one billion users in the digital payments ecosystem by December 2029
3. Under the Expanding and Deepening of Digital Payments Ecosystem (EDDPE), the target is 100% coverage in all identified districts by March 2027
4. A Digital Payments Intelligence Platform to mitigate payment fraud risks is targeted to be operationalized by December 2026
5. To assess regional progress, a new series of Financial Inclusion Index (FI-Index) with State/UT level disaggregation will be constructed. 
Action Points & Policy Recommendations
1. To ensure consistent last-mile access, the strategy recommends having at least one banking outlet (Branch/DBU/Fixed Point BC) in every Revenue Centre
2. To provide fair emergency credit, an Overdraft (OD) facility is recommended as a default feature in Aadhaar-seeded BSBD Accounts after 6 months of operation. 
3. The strategy recommends extending incentives under the Financial Inclusion Fund (FIF) to Fixed-Point BCs operating in Tier VI centres
4. Unified Lending Interface (ULI) is conceptualized as a Digital Public Infrastructure (DPI) to enable frictionless credit delivery by facilitating seamless data flow. 
5. Programmable CBDC is proposed to be leveraged to facilitate targeted credit flow to underserved segments like tenant farmers and micro-enterprises. 
6. Community Resource Entities (CREs) are proposed as a trusted-assisted middle layer (social infrastructure) to map training needs and facilitate credit linkages. 
Concepts & Definitions
1. Sustainable Indebtedness is defined as ensuring monthly repayment obligations do not exceed half (50%) of the household's monthly income. 
2. Financial Discipline is categorized as a "learned behaviour" characterized by markers like realistic goal setting, financial planning, and diversification. 
3. Dark Patterns are defined as deceptive design patterns using UI/UX to mislead users or impair consumer autonomy. 
4. Inactive BC Agents are defined as those with no financial/non-financial transactions or log-in for a period of 90 days
