आकस्मिक जोखिम बफर (Contingency Risk Buffer - CRB) क्या है?

आकस्मिक जोखिम बफर (CRB) वह राशि होती है जो रिज़र्व बैंक अपने लाभों (profits) में से अलग रखता है ताकि किसी भी आपातकालीन स्थिति, वित्तीय संकट, या अप्रत्याशित घाटे की स्थिति में उसका उपयोग किया जा सके। यह एक सुरक्षा कवच की तरह काम करता है।

मुख्य बातें:
• इसे एक प्रकार की “इमरजेंसी सेविंग” कहा जा सकता है।
• जब CRB ज्यादा होता है, तो RBI सरकार को कम अधिशेष (surplus) ट्रांसफर करता है, क्योंकि उसे अपने जोखिम के लिए ज्यादा रकम सुरक्षित रखनी होती है।
• CRB की प्रतिशत दर तय करती है कि RBI को कुल परिसंपत्तियों में से कितनी राशि बफर के रूप में रखनी चाहिए।

उदाहरण के लिए:
2025 में आकस्मिक जोखिम बफर 7.5% है। इसका मतलब है कि RBI अपनी कुल संपत्ति का 7.5% हिस्सा आकस्मिक परिस्थितियों के लिए बचाकर रखेगा।
• 2019 से 2022 तक CRB 5.5% था।
• यह धीरे-धीरे बढ़कर 2025 में 7.5% हो गया है।
• साथ ही अधिशेष ट्रांसफर की राशि भी 2024 और 2025 में काफी अधिक है (2.11 और 2.69 लाख करोड़ रुपये)।

निष्कर्ष:
आकस्मिक जोखिम बफर वित्तीय स्थिरता के लिए बहुत महत्वपूर्ण है। यह सुनिश्चित करता है कि RBI किसी भी संकट की स्थिति में प्रभावी ढंग से काम कर सके, बिना अपनी साख या बाजार की स्थिरता को खतरे में डाले।
