Rs.1000 Note one can't use because now its not a legal tender but Rs.2000 note is still a legal tender.

One can use it and one can accept it also, but many people don't know about this Legal Tender system.

If someone is refusing it then one can take legal action but generally people try to avoid police and legal system.
