βœ…Water Crisis: a Menace

βœ…Water is the most valuable natural resource on this planet, water is essential for the survival of Living beings, and also it helps humans in their day-to-day work routine. However the availability of drinking water for human consumption is not able to satisfy the demand, human consumption is growing day by day, and this crisis has threatened the population of India and many developing countries. The crisis arose because of various factors. The water crisis has now become one of the major global issues. In 2019 World Economic Forum declared it as one of the largest global risks and threats to human survival, since then many agencies have released reports predicting a great crisis is Imminent, and after then the issue caught the attention of different stakeholders.

βœ…According to a report one-third of the human population heading towards severe water scarcity, and a great threat to the survival of other living being. It is easy to think that it will always be plentiful, However, freshwater the stuff we drink, bathe in, and irrigate our farm fields with is incredibly scarce. Only 2.4% of the world’s water is freshwater, and two-thirds of that is unavailable for our daily use. Rivers, lakes, and aquifers are drying up or becoming too polluted to use, somehow humans itself responsible for this level of menace. More than half the world’s wetlands have disappeared, and many more are vulnerable or facing a greater risk of disappearing in the future. Agriculture consumes more water than any other activity and wastes much of that through inefficiencies, system loopholes, or dilapidated pumping systems. Climate change is altering patterns of weather and water around the world, causing shortages and droughts in some areas and floods in others, even India faced drought situations so hard every monsoon season. By 2025, two-thirds of the world’s population may face water shortages, and ecosystems around the world will suffer even more.

βœ…Way Ahead:-
The role of the people in water conservation is vital, they tend to neglect the importance of water conservation, and this should be noted. At the policy level, the Central and State govt should prepare subsidiary-like policies to encourage Farmers to incorporate rain harvesting. From time to time maintenance of irrigation systems can save a large amount of water, Introduce newer technology in Conventional Agriculture. Reuse, Reduce, and Recycling of water should be promoted. We must emphasize our behavioral change, differentiating the use of  Potable and non-potable water and should use it accordingly.

βœ…Feebies:- is it just a promising gift in the run-up to the polls, or a genuine welfare approach ??

βœ…Freebies have their own meaning and are something given for free ,but in recent days it has become the most debatable topic .

The debate over freebies has been going on since PM Narendra Modi called out to young people not to get carried away by this "Revari Culture". Freebies and Revari culture both have the same meaning in terms of ongoing political debate .

Welfarism as a political philosophy has long roots in India .Our political economy is riven with such schemes – whether one calls them freebies, loans, waivers or simply DBT , whether it is  provided by state govt or Central government.

βœ…In a federal structure ,the relationship between Central and State is inevitable. In such issues , both the Govt has equal responsiblity to discuss the issue as per to the best Favor to our Country's Economic Balances. The Supreme Court heard a PIL against β€œirrational freebies” and asked the Centre to take a stand on this β€œserious issue” recently.

βœ…The Supreme Court has stayed its hand and referred the issue to a 3-judge Bench. If we look  back to 2013 , SC itself gave a crucial judgement. It said that making promises in a manifesto would not amount to a corrupt practice,now as Court indicated that judgement would be relooked and sent it to deeper consideration .

The concern is that most parties oppose any fetters on their right to appeal to voters through means of their choice and, if elected, use their mandate to distribute finances and resources as they deem fit, subject to law and legislative approval.

βœ…There are many pros and cons to freebies. On one hand, the Govt shows commitment to fulfilling it's promises through a mass welfare scheme .

Free food offered under the Mid-day meal scheme cannot be considered as freebies. It helps improve the health of our children.The impact was immediate, with student attendance going up twofold on days when the mid-day meal scheme was in place. Any scheme that offers significantly positive social externality (compared to other initiatives) should not be considered as a freebie,

βœ…The cost of such Frivolus freebies is just a deep burden on state revenue and this is why many state governments suffer with lack of funding for other welfare work. In some cases, many states will find recently announced freebies difficult to fund.

βœ…Way ahead:-

1.we need to have a conversation within and between political parties

2.Most importantly, the term "Freebies " should be defined , so that the Govt should easily differentiate between Freebies and  Welfare Sops?

3.Central electoral Agencies ,like the Election Commission of India should come up with effective Guidelines for political parties or independent  candidates.

4.There should be some changes on the Policy Framing level too. Every scheme or so-called freebies that have advantages must be evaluated against the large fiscal costs and inefficiencies they cause by distorting prices.
