Syria has not yet responded to the Israeli proposal. It is expected that Strategic Affairs Minister Ron Dermer will meet tomorrow (Wednesday) in London with Syrian Foreign Minister Assad Al-Sheibani and U.S. envoy Tom Barrack, who is mediating between the two parties, to discuss the proposal.
This is the third meeting between Dermer and Sheibani under the auspices of the Trump administration. Sources familiar with the talks said progress is being made, but reaching an agreement will require more time.

The agreement under negotiation aims to replace the 1974 Separation of Forces Agreement between the two countries, which has become irrelevant after the fall of the Assad regime and Israel's occupation of the buffer zone.

The Israeli proposals are based on the same principles as the peace agreement between Israel and Egypt, which divided Sinai into three zones A, B, and C and set different security arrangements in each according to the distance from the Israeli border, according to the sources familiar with the details.

According to the proposal, the area southwest of Damascus will be divided into three sectors, each specifying the type of forces, the scope of forces, and the types of weapons Syrians are allowed to possess.

The proposal stipulates expanding the buffer zone on the border between the two countries by two kilometers on the Syrian side. In the strip adjacent to the buffer zone and closest to the border on the Syrian side, it will not be possible to maintain military forces and heavy weapons, but Syria will be allowed to keep police and internal security forces there.

A source familiar with the details said the proposal states that the entire area from southwest Damascus to the border with Israel will be designated as a no-fly zone for Syrian air forces.

In exchange for these security arrangements, Israel offered a gradual withdrawal from all territories it occupied in Syria except for the Syrian Mount Hermon. A senior Israeli official stated that Israel demands to maintain a presence on Mount Hermon in any future arrangement.
