WHAT IS GOD SAYING:
Permit to start this way,
MANY are called... GOD extends His loving call to ALL FOR SALVATION
FEW ARE CHOSEN: the chosen here aren't chosen by any partiality of God; He is impartial to ALL.
The chosen are those amongst the called and went ahead to CHOOSE GOD [it's important to emphasize that people become chosen by choosing GOD'S way of Living when they are called].
The Greek word for ELECT means CHOSEN!
So the ELECT are those who chose God and kept choosing Him before the LAST TRUMP SOUND even arrived.
Their lives of choosing GOD has helped them to have some measure (varying measures) of heart intimacy with God... This is part of what allowed/helped them to recognize the love call of their BRIDEGROOM (THE TRUMPET SOUND)
Those who have not chosen Him in TRUTH, they may be very religious, but so long as they have not sincerely been in love relationship with Him at Heart, it becomes difficult for them to recognize His VOICE/TRUMP.
They've not attained SHEEP status, and only SHEEP hear His voice.
This is the reason the Trumpet call gets the attention of the ELECT, because their Heart was searching for that FINAL LOVE CALL even when they weren't totally aware of it!
MORE DIRECTLY TO YOUR QUESTION,
After the ELECT are harvested, many more that were not on the ELECT category when the TRUMPET SOUNDED will also eventually hear/recognize and accept THE MESSAGE.
But their harvest into GLORY will be with intense TRIBULATION to help them recognize that true source of peace, Joy and REST which is the TRUMP CALL.
In summary, NOT ALL WILL BELIEVE, but MANY MORE will come after the first set that Jesus refers to as ELECT in Mat. 24:31
