Outgoing Artsakh State Minister Artak Beglaryan today confirmed that the Hayastan All-Armenia Fund Board of Trustees has proposed to exclude the Republic of Artsakh from the organization’s charter.

During a press conference today, Beglaryan was summarizing his activities as State Minister and confirmed that billionaire Ruben Vardanyan will serve as the next State Minister it’s different functions and powers.

The Ministry of Defence of Azerbaijan has spread misinformation, claiming that the units of the Armed Forces of Armenia opened fire in the direction of the Azerbaijani combat positions at 8:15 p.m.

As of 9 p.m the situation on the border zone is relatively stable.

The Azerbaijani Defence Ministry continues to spread misinformation. Overnight November 3 and 4 units of the Armed Forces of Armenia had not opened fire in the direction of the Azerbaijani combat positions located in the Eastern part of the Armenian-Azerbaijani border zone.

Arayik Harutyunyan has appointed Ruben Vardanyan as State Minister of Artsakh.

He also signed a decree on the release of Artak Beglaryan from the post of State Minister.

Artsakh State Minister Ruben Vardanyan will be in charge of almost all ministries and departments except the Defense Army, the police, and the National Security Service.

The president of the NA of Armenia Alen Simonyan gave a positive response to the proposal of the Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin on interparliamentary trilateral negotiations between Armenia, Russia and Azerbaijan.

Opposition MP's Vardanyan and Krpeyan handed out red balloons to symbolize the dangers that Armenia faces to passerby's in Yerevan, including President Vahagn Khachaturyan.

The lower house of the Spanish Parliament, the Congress of Deputies, did not approve an international agreement signed with Azerbaijan on November 3.

As a result of the deputies' vote, the agreement was not ratified with 174 votes against and 132 votes in favor. The agreement originally signed in Madrid in December 2021 involved the exchange of confidential information with Azerbaijan and the protection of that information.

During the discussions, Jon Iñárritu (@JonInarritu) called the signing of such an agreement "absurd", especially at this moment, when "aggressor Azerbaijan launched an attack on the Republic of Armenia in September, occupying several square kilometres of Armenian territory".

Chairman of the Iranian Parliament Mohammad Bagher Ghalibaf will visit Armenia.

The press service of the RA National Assembly confirmed this information.

It should be noted that the planned visit of Mohammad Bagher Ghalibaf to Azerbaijan has been postponed.

The Supreme Spiritual Council has made an announcement in light of the tense situation in the Republic of Armenia and Artsakh. Here are the key points of the statement:

"We bring full support to our people of Artsakh in their demand for the right to self-determination, which was expressed in the statement made by the NA of Artsakh a few days ago, and reaffirm that the right to self-determination of the people of Artsakh is non-negotiable."

"Within the framework of the peaceful settlement process, the release of prisoners of war and detained civilians and the return of the bodies of the deceased should be prioritized."

"With gratitude, we emphasize the mission of the peacekeeping forces in Artsakh in ensuring the security of our people."

"We call on the authorities of the Republic of Armenia to make every effort to eliminate the dividing lines in our nation, to stop the discriminatory approaches due to political beliefs, to overcome the atmosphere of hatred and hostility."

"Overcoming these challenges is vital and requires unceasing sacrifice from the authorities, the Church, national structures and our people."

"We urge all Armenians living in Armenia and abroad to unite in defense of the sovereignty and territorial integrity of Armenia and the right of self-determination of Artsakh."

The U.S. Embassy sent out a demonstration alert to U.S. citizens asking them to avoid the area of the opposition rally taking place tomorrow.

On Nov 4,at 7:40 p.m.,units of the Azerbaijani AF opened fire from different caliber firearms in the direction of Armenian combat positions located in the Eastern part of Arm-Aze border.

No casualties from Armenian side.

Ilham Aliyev refused to meet with Iran's Raisi in Tehran. Along with Pashinyan, Iran also invited Aliyev to Tehran. Aliyev refused his invitation.
