Central Bank of Syria Announces Completion of Normalization with the Federal Reserve Bank of New York
Damascus, Syria – 1 March
The Central Bank of Syria announced that it has completed the normalization of its banking relations with the Federal Reserve Bank of New York (FRBNY) and has reopened its account, marking a significant milestone in Syria’s reintegration into the global financial system.
This development represents a major achievement following sustained normalization efforts and the removal of sanctions by the United States and the European Union. The lifting of international sanctions has supported Syria’s reintegration into regional and global markets, unlocking new opportunities for trade, investment, and financial flows.
The renewal of the Central Bank of Syria’s account at FRBNY signals Syria’s readiness to reengage with international markets and attract investment. It also marks an important step in Syria–United States economic relations, reflecting renewed trust, enhanced financial transparency, and strengthened institutional cooperation. The move is expected to facilitate secure and efficient cross-border transactions, support monetary and financial stability, and deepen cooperation between Syrian and U.S. financial authorities.
The Central Bank stated that this outcome is the result of extensive technical engagement over recent months, conducted in coordination with the U.S. Department of the Treasury and the Federal Reserve, including a series of structured meetings and workshops. These efforts included coordination with the team of His Excellency Ambassador Tom Barrack, United States Ambassador to Turkey and Special Envoy for Syria and Lebanon, aimed at meeting technical requirements and restoring formal banking channels in accordance with applicable legal and regulatory standards.
H.E. Dr. Abdulkader Al Husrieh, Governor of the Central Bank of Syria, said: “The completion of normalization with the Federal Reserve Bank of New York represents a strategic turning point in Syria’s return to the international financial system. It reflects our commitment to transparency, compliance, and sound monetary governance.” He added, “This step strengthens international confidence in Syria’s banking sector while reinforcing domestic trust in the stability and credibility of our financial system.”
In parallel, the Central Bank has advanced reforms to enhance compliance frameworks, strengthen anti-money laundering (AML) and counter-terrorism financing (CTF) mechanisms, and modernize financial crime prevention regulations in line with international standards and best practices, further reinforcing the resilience and credibility of the Syrian banking sector.
Syria’s economy continues to gain momentum, with economic activity expanding at an accelerating pace. Consumer and investor sentiment are improving, reflecting renewed confidence in the country’s economic outlook. Recent International Monetary Fund assessments highlighting improvements in macroeconomic indicators further underscore this positive trajectory. Together, these developments position Syria for stronger and more sustainable economic growth in 2026 and the years ahead.
