The lot they started with was gravel not concrete, but both have a problem with the soil being compacted beneath. They turned it into a permaculture garden with minimal digging / soil disruption.
(after removing the parking surface) mulching can protect the soil, keep it insulated, and also provide food and shelter for burrowing critters like worms and moles and such, which loosen and enrich the soil. Deep rooting taproot plants help to reach deep too. ๐ฑ
