Democracy is a goverment of THE PEOPLE
If the majority of the commonfolk dont like the goverment.. they dont have to follow the goverments rules anymore.. this is why things like mass Worker-Strikes work.
The people in charge must either have the support of the commonfolk, or the support of the people needed to keep the commonfolk in line through fear.
Fear is temporary though, and eventually a drop of the everlasting hope we are born with, will shine through as a beacon. People cling to hope like magnets.
No matter how hard you try (Hello Galactic Empire), hope will shine through, as it does comes with each new person born. People will eventually say ENOUGH IS ENOUGH.
And a new age, founded by that light will come out of the firey ashes of history, REBORN!!
All it ever takes, to turn people over the edge ..is a bit of natural disaster.
(or in this case: Manmade viral disaster)
