Regarding login issues and bans, I believe I have found a solution, albeit a non-trivial one.

Yesterday, after some debugging on my part involving the login endpoint, among other things, Instagram flagged my mobile proxy specifically for login requests.

This is not an API issue. When I attempted to use the getInfoById() endpoint with this flagged proxy, I encountered a verification challenge on one private account.

The response message displayed the following error:

RESPONSE: {"message": "The username you entered doesn't appear to belong to an account. Please check your username and try again.", "status": "fail", "error_type": "ip_block"}

I tried changing the mobile proxy IP, but I continue to receive the same error in response. Thus, changing the IP does not resolve the issue.

Furthermore, this is not solely an account or session issue; every account that I try to access using this proxy receives and try again.

I resolved this issue by using a mobile proxy from a different carrier and country, which allowed me to log in as usual.

I suspect that Instagram is blocking mobile carriers by ASN, similar to the actions taken during the 2020 US elections. Instagram appears to be combating bots by banning entire IP pools rather than discerning the problematic users. These extreme measures can also impact normal users.

So, when you encounter the error:

"The username you entered doesn't appear to belong to an account. Please check your username and try again."

The Solution is:

Switch your mobile proxy to a different one. This really helps. What's important is that you need to use proxies from different countries or different mobile carriers to connect to a non-blocked IP pool.

The election period is coming, and this is bad news once again because spammers also use mobile proxies.
If you see this error: We couldn't find an account with the username... Uncheck this checkbox on login page and try to login account again.

Another Quick fix:

If you encounter this error upon login:
"We couldn't find an account with that username X. Please check the username you entered and try again."

Solution:
- Change your password to a more complex password (include upper and lower case letters with symbol).
- Perform a clean login (make sure to uncheck the "Use current Instagram session settings" checkbox in the Platform section of the login page).
Instagram has updated the structure of its verification challenges to include a convenient new option for confirmation via a Trusted Device

We have made necessary changes to our API to facilitate this improvement in account security. As we transition to this new type of authorization, there may be slight issues which we are prepared to analyze and resolve.

To use this new login method, users should select the "Trusted Device" option, which has been expanded from its original use in two-factor authorization to also verify new login attempts.

For those who are experiencing issues with Instagram account deactivations and are still trying to recover them but cannot get in touch through chat or other methods, please try using this form.

It seems to be the only form that still works. The other forms I have tried to find or open do not seem to be accessible for some reason.
