يقول النسفي (عمر بن محمد ت 537هـ) في هذا الشأن: "والمسلمون لا بُدّ لهم من إمام يقوم بتنفيذ أحكامهم، وإقامة حدودهم، وسدّ ثغورهم، وتجهيز جيوشهم، وأخذ صدقاتهم …".
ويؤكد الآمدي (علي بن محمد ت 631هـ) هذا الوجوب بما ثبت بالتواتر من إجماع المسلمين في الصدر الأول بعد وفاة النبي ﷺ على امتناع خلو الوقت عن خليفة وإمام، حتى قال أبو بكر رضي الله عنه في خطبته المشهورة بعد وفاة النبي ﷺ: "إن محمداً قد مات، ولا بُدّ لهذا الدين ممن يقوم به، فبادر الكل إلى تصديقه والإذعان لقبول قوله، ولم يخالفه في ذلك أحد من المسلمين وأرباب الدين".

al-Nasafī (ʿUmar ibn Muḥammad, d. 537 AH) says on this matter:
“The Muslims must necessarily have an Imām who carries out the implementation of their rulings, enforces their prescribed punishments, protects their frontiers, equips their armies, and collects their zakāt”.
al-Āmidī (ʿAlī ibn Muḥammad, d. 631 AH) affirms this obligation on the basis of what has been established by tawātur (mass transmission) — namely, the consensus (ijmāʿ) of the Muslims in the first generation after the death of the Prophet ﷺ that it is impermissible for any time to be without a Caliph (Khalīfah) and Imām.
Abū Bakr (may Allah be pleased with him) even said in his famous sermon following the death of the Prophet ﷺ:
“Indeed, Muḥammad has died, and this religion must have someone to uphold it.”

A woman should not have "(female) friends" (it's yet another result of the concept of gender equality that a woman should have social circles same as men have, and a form of tashabbuh of kuffar's ways) - she has her family (even then to approach with caution), that's it.
Due to the intrinsic negativity and hasad of female nature, female friends are mostly cancer.
Even in classical texts, biographies etc, I don't remember ever coming across female having "(female) friends", but rather their family members, or their slaves etc.

*[The author added a footnote here]: It is mentioned in al-Tariqah al-Muhammadiyyah the narration of al-Bukhari and Muslim, on the authority of Abdullah Ibn Masood Radhi Allahu Anhu: “If you are three people [in a group], then two of them should not discuss privately leaving out the third, until they mingle with [a larger group of] people, as this will cause grief for him [the third person]. And a woman should not have direct contact with another woman- she should not mingle with her, nor should she see her beautified- as she will describe her to her husband- it will then be- as if he is seeing her.”
This is akin to exposing the awrah, which is haram. This is why he said in Sharh al-Durr: It is not permissible for a Muslim woman to uncover in front of a jewish woman, a christian woman or a pagan woman, unless she is her slave girl, as has been stated in al-Siraj al-Wahhaaj, and Nisaab al-Ihtisaab.” End quote from al-Tariqah and its commentary al-Hadeeqah, with some omissions.
If you know this, and you are aware of the corruption which will result due to the mingling of evil and immoral women with pious women, and you are also aware of the stories and incidents which are common in all eras, and take place in all cities of wretched procurers who sow corruption between a husband and his wife, a master and his slave girl, a father and his daughter, and a brother and his sister. If you know this, then for evil women to enter your home would not be a light matter to you, and pushing them away and avoiding them would be easy for you, as that is the essence of all corruption, and the root of all evil.
Because a woman does not gather with another woman except that evil increases. This is why the words “direct contact” was used in respect to “woman” in the aforementioned hadith, to demonstrate that the mingling of a woman- even though she may be pious- is something bereft of goodness. Then what would be the case if she is a corrupt woman, who is not mindful of her words and actions!
Because, even though she may not be able to misguide explicitly, and in one meeting, she will at least mention to her [the uncorrupt woman] of what happens between lovers and the evil doers, and she will make their condition seem good. She will continue to repeat such stories in the guise of jokes, until it becomes a part of her character and it firmly plants itself in her heart over time, despite the fact that previously she was adverse to such happenings, and [now] she will desire those relationships. This is because she [the evil woman] makes these evils seem trivial by telling her: "Allah's mercy is all encompassing”, and “Jahannam was not created only for you”, and “Everyone does it”.
Likewise, she will corrupt her in matters of food and dress, by constantly describing the condition of the extravagant and the wealthy. [She will tell her] that so and so dressed his wife, or daughter, or his slave girl in clothing which was worth such and such. And that so and so feeds his family such and such food.
Thus, when a woman- who is deficient in both intellect and religion- hears this, she will feel indignant and she will say: “I am not less than the wife of so and so. Bring me that clothing and that food, which is better and more valuable than the food and clothing of that woman”. If he [the husband] obeys her, then it is a calamity and a disaster, and if he does not indulge her then all hell will break loose. This is the greatest reason for the extravagance of the women of the haramayn, as the women there mingle with one another much more than the rest of the world. This is [the case] while keeping in mind that the mere gathering of women is the cause of their adornment and beautification.
There should be awareness and abstinence should be practiced in allowing [women] entry into the home, especially for the one who has the least amount of chivalry. Otherwise, such a door of corruption will open which will not be able to be closed. The greatest fires start from an insignificant ember/spark.

"There is no doubt in Islam that the one who permits a decisively prohibited act has perpetrated disbelief. From the decisively prohibited acts is removing true ḥijāb from women, assuming them to be like men in emerging publicly, rather till the extent, they become clothed but naked, just as the state of modern women subsequent to acting in accordance with the opinion of Qāsim Amīn, the 'Muftī' of Egypt, pertaining women.
Whereas, the Book of Allah has prohibited women from revealing themselves, as expounded comprehensively in Sūrah Al-Nūr."
